王毅说，中方欢迎并支持即将于1月22日在瑞士举行的叙利亚问题第二次日内瓦会议。这是推动政治解决叙利亚问题的重要契机，应该履行“五个坚持”：一是坚持通过政治手段解决叙利亚问题；二是坚持由叙利亚人民自主决定国家的未来；三是坚持推进包容性政治过渡进程；四是坚持在叙利亚实现全国和解和团结；五是坚持在叙利亚及周边国家开展人道救援。
王毅强调，日内瓦会议标志着对话谈判的开始，它应当是一个持续的进程。为此，有必要确定清晰明确的后续机制，让对话谈判不间断，政治努力不停顿。不仅要谈起来，还应谈下去，直至谈出结果。日内瓦会议也应是一个开放的平台，和谈的大门向所有致力于政治解决的叙利亚派别敞开，各方积极参与，发挥作用。
王毅说，叙利亚政治过渡进程应该由叙利亚人民主导，叙利亚的未来最终只能由叙利亚人民自主决定。国际社会应坚持捍卫联合国宪章及国际关系基本准则，致力于维护叙利亚的主权、独立、统一和领土完整，尊重叙利亚人民的意愿和选择。应在叙利亚各方间采取公正平衡、不偏不倚的态度，不断为达成政治过渡方案创造有利条件，提供必要环境，同时应避免从外部强加政治解决方案。要维护并发挥好联合国斡旋调解的主渠道作用。
王毅说，叙利亚各方在立场和诉求上存在着分歧和矛盾。固守立场，只会山穷水尽；互谅互让，才能柳暗花明。我们希望叙利亚各方从国家前途命运和叙利亚人民的整体利益出发，拿出政治意愿，从各自立场出发相向而行，走出一条借鉴国际和地区有益经验、符合自身国情、兼顾叙利亚各方利益的“中间道路”。
