1月16日，在浙江省第十二届人大二次会议丽水代表团全体会议上，来自丽水缙云县新建镇笕川村的党支部书记施颂勤在发言中谈到了村里污水治理的情况，作为美丽乡村示范，当地污水处理还有300多万缺口，缙云县给予150万支持。

1月17日，在小组审议浙江省政府工作报告时，浙江省人大代表、杭州师范大学教授王慧中指出，目前整个浙江沿海污染日趋严重，治水刻不容缓。

浙江大学一名财政专家对21世纪经济报道表示，数以千亿计的治水资金应科学规划筹资，对募捐资金进行专门管理。
