而旅游产业，卢跃东认为属于低碳产业，资源消耗较少，生态环境要求较高，而且业态较多，准入门槛也不高，能提供大量的就业机会，对实现浙江物质富裕、精神富有的“两富”目标意义重大。旅游业发展好了，不单是经济增长了，环境也变美了，老百姓身体健康，身心愉悦，可以说是事关国计民生而又利国利民的好事。
“旅游业也是道德产业”，卢跃东认为不管哪一种业态的旅游产品，都有很重要的两个出发点，第一是为了让游客，让别人生活得幸福一点。第二也是为了让我们生活的地球变得更美好一点。
但不少人问这位桐乡市委书记，桐乡这样一个地方，不靠海，不靠山，桐乡一马平川，没有一座山，这样的地方怎么发展旅游？遑论“中国旅游第一大县世界知名旅游城市”？
在卢的名片上，印了这样一句话：“上有天堂、下有苏杭，苏杭中间就是桐乡”，这是卢对桐乡的概括，从桐乡出发至上海杭州苏州，都在一小时车程内，桐乡每一个乡镇，都有高速公路连接。
区位优势和交通优势卢跃东认为是发展旅游的先天优势。
同时700平方公里的桐乡，旅游资源丰富多彩。有7000多年的罗家角文化积淀，文化底蕴深厚，物质文化和非物质文化资源丰富，先后形成了吴越文化、蚕桑丝绸文化、水乡古镇文化、千年运河文化等一大批特色鲜明的文化资源。桐乡历代名人辈出，拥有太虚大师、茅盾、丰子恺、木心等一大批历史文化名人，形成了具有显著优势的名人文化。
而乌镇的“发迹”，又给了桐乡发展旅游足够的底气，2013年，乌镇接待游客超过600万，在全国所有单个景区里面，乌镇无论是游客人数、旅游收入、净利润和税收都排在第一。乌镇江南古镇模式获得了广泛认可，已经成为中国旅游的一张“金名片”。
除了乌镇，桐乡还有旅游购物市场的优势。濮院羊毛衫市场是全国最大的羊毛衫市场，崇福皮草市场，在国内、国际上都有很大的影响力。
2012年年底，浙江省政府决定把桐乡作为景区全域化的试验区，除了乌镇景区之外扩大到整个桐乡，700平方公里都要用景区建设标准来打造。
2013年10月，国家旅游局把桐乡列为全国首个旅游综合改革试点县。
在此基础，桐乡提出打造“中国旅游第一大县、世界知名旅游城市”。
根据规划，到2020年，桐乡一个县级城市，旅游总人次要突破3千万以上，境外的游客要突破300万以上。GDP旅游产业的占比要占30%以上。在700平方公里上，除了乌镇国家5A级景区，还要再打造两个5A级标准的景区。
而实现这一切，卢认为不能走寻常路。必须通过改革实现突破。要改革领导体制。把最精干的力量配备到旅游发展岗位上。由市政府主要领导担任旅委主任，相关重要部门“一把手”担任旅委副主任。要改革管理体制、改革投融资体制、改革产业融合体制。
为了实现目标，桐乡的具体抓手，桐乡市委书记卢跃东概括为“双十、双百、双千”。
双十”，除了乌镇景区之外还要打造十大景区，包括乌镇核心景区、西游影城与民国文化影视基地、濮院历史文化与时尚购物集聚区、凤凰湖水乡文化景区、龙翔创意文化与美丽乡村体验区、石门湾中国现代农业大观园、白荡漾国家湿地公园、范蠡湖国家森林公园、崇福古城等；十大系列旅游，古镇旅游仅仅是其中之一。还有市场购物的旅游，名人文化的旅游，还有江南水乡旅游，美丽乡村的旅游，旅游的业态逐步丰满。
“双百”，桐乡旅游资源非常丰富，要打造100个优质景点。同时还要在国内国际上引进旅游业内的领军人物100位。
“双千”，到2020年桐乡旅游项目、旅游投资要突破1千亿，旅游总收入要突破1千亿。
“我们需要这样温暖的GDP”，浙江桐乡市委书记卢跃东说，旅游产业大发展，全市700平方公里的生态环境必须非常赏心悦目。这样一种生态环境、居住环境，当然当地老百姓肯定是欢迎的。而且在旅游产业大发展的过程当中会创造很多就业的机会，越来越多的老百姓能够增加他们的收入，许多资源都可以得到淋漓尽致的挖掘、利用。最大的受益者就是当地的老百姓。
