  我国有机农业自上世纪80年代起步。随着人们环保和健康意识的增强,有机食品的概念得到普及。从2000年开始,有机食品行业得到了快速发展。近年来,时有发生的食品安全事件让标榜生产过程无公害、无污染、纯天然的“有机食品”成为市场上的宠儿。


  农业部的数据显示,当前,全球有机食品市场正以20%至30%的速度增长。目前,我国有机和有机转换食品(有机转换食品是指从开始有机管理至获得有机认证之间的时间所生产的产品——编者注)已有约50大类,400~500个品种。


  来自产业研究咨询机构中投顾问的数据显示,全世界2012年有机产品的市场销售额已超过600亿美元,主要集中在欧洲和北美。发达国家近60%的有机食品缺口从发展中国家进口,其中阿根廷占据了向发达国家出口的有机食品的70%。目前,我国有机食品的消费额正以每年30%~50%的速度增长,常年缺货达30%。


  虽然人们对绿色健康食品有广泛的需求,但受消费能力、物流体系和销售渠道限制,有机食品难以迅速普及。据《南方都市报》记者计算发现,如果想纯消费有机食品,一个月的伙食费就要1800多元。业内人士表示,目前我国食品市场的有机食品大多来源于家乐福、山姆、沃尔玛等零售渠道。有机食品成本太高,加上生产、管理、物流仓储等多方面的花费,极大程度地增加了有机食品的流通成本。


  中商情报网发布的《中国有机食品行业市场现状分析》显示,目前国内对有机食品关注度较高的地区主要是北上广等一线城市。


  国内消费者对于有机食品概念的认知还不是十分明确,绿色食品、无公害食品与有机食品常常被混为一谈。在高昂的价格下,有机食品到底只是一个炒作的噱头还是真的优于其他等级的食品,让不少消费者感到困惑。


  在绿色食品和无公害食品的基础之上,有机食品还要求生产、加工和运输过程天然。广西农业职业技术学院食品检测教研室主任覃海元指出,有机农业强调人与自然的和谐相处,重视环境保护和生态平衡,强调可持续发展。


  由于有机食品生产成本和认证标准高,实际产量并不多。中国新闻网2011年12月报道指出,截至2011年9月,我国发出的有机产品认证不过6400张,获得认证的有机产品种植面积66万公顷,野生采集面积89万公顷。


  有机食品的供不应求,催生了行业灰色利益链,导致有机食品行业频频出现价格标识混乱、认证不严谨等问题。2013年春节前夕,贵州茅台酿酒核心原料被曝“假有机”;2011年年底,山东济南一些大超市高价售卖的有机蔬菜被曝在生产过程中使用化学农药、化肥。在有机食品行业发展初期,类似现象导致了消费者对于有机食品的不信任,影响了整个有机食品行业的信誉,制约着有机食品市场的扩大。


  根据美国有机贸易协会统计,2011年美国有机食品销售额已占其全部食品销售的4.2%,七成美国人消费过有机食品。而中投顾问发布的《2010-2015年中国有机食品市场投资分析及前景预测报告》显示,我国有机食品在整个食品行业市场份额中所占的比例估计还不足1%。


  当前,欧美国家有机食品认证标准普遍较国内严格。接连发生的食品安全问题,以及中国食品出口遭遇绿色贸易壁垒,促使国家不断加强对有机食品认证活动的规范。早在2004年,国家质检总局就发布了《有机产品认证管理办法》。2014年4月,修订后的《办法》将正式实施。


  2011年,国家认证认可监督管理委员会修订了《有机产品认证实施规则》,并制定了《有机产品认证目录》。新规要求所有的有机食品上市时,在最小的独立包装上,除了贴有机认证标签、认证单位等外,还要贴有机追溯码。同时,我国有机产品认证机构由原先的36家减少到了23家,保证了产品检测水平。


  近两年,农业电商的兴起再次为有机食品行业注入活力。中投顾问食品行业研究员周思然认为,京东商城开卖自种有机米,意味着有机食品已经超越了此前有机零售店、高档食品超市等终端销售渠道,拓宽了销售渠道,有利于有机食品未来的推广和发展。


  他指出,有机食品要获得持续健康快速的发展,第一,认证机构要加强认证有效性,增强对获证企业的监管力度;第二,消费者应提高对有机食品的认识,加强对自身知识体系的完善,积极举报和揭露违规行径;第三,媒体和社会舆论力量应加强对有机食品行业的监督,除了宣传其效用之外,更重要的是教导消费者如何选择合规认证食品;第四,国家应大力扶持有机食品企业,培养全国叫得响的品牌,发挥模范带头作用。
