　　20多个省市区陆续召开两会。从各地公开的政府工作报告和财政预算看，今年“三公”经费预算均有所下降。其中，广东、北京、湖北下降超过10%，山东、江苏、青海等降幅约5%。

　　经人代会通过的广东省“三公”预算显示，2014年因公出国(境)支出5641万元，较上年下降约四分之一；公车经费从5亿元降到4.35亿元；公务接待费支出2.58亿元，比上年的2.89亿元略有下降。

　　压缩5%一直是承诺

　　连续担任两届全国人大代表的陈舒告诉记者，“三公”及行政经费每年压缩5%是中央政府多年的承诺和要求。从今年各地方两会传递的信息看，“三公”经费的压缩比例与往年相比，并没有额外突出的力度。

　　预算宽松制造“假节约”

　　每逢年关，一些地方和部门突击花钱，花得与年初预算相差不多，这造成巨大浪费，还容易滋生贪污腐败。

　　过去一年，在中央厉行节约反对浪费的带动下，一些地方的“三公”经费的实际支出数比预算数要少。广东省财政厅在预算审查座谈会上披露，2013年省级“三公”经费与年初预算相比，应有所结余。2012年广东省级“三公”经费实际支出8.63亿元，相对预算结余1600万元。

　　每每地方晒“三公”决算时，总能看到“节约多少”云云。公众费解的是，因为预算松给多了自然有结余，何来节约？实际支出不需要那么多，为何不直接在预算中砍掉？

　　卡紧预算避免乱消费

　　长期关注预算公开的吴君亮说，类似的节约只能说是一些地方在打“小算盘”。按公务消费新规，实际支出还会大幅削减，那么预算更需“宜紧不宜松”。“这样相对宽松的预算约束，某种程度上意味着‘纵容’‘默许’公款乱消费。”

　　行政经费大头有缺口

　　对政府“钱袋子”而言，“三公”经费只是个小头，占同级财政支出总额约10%的行政经费才是大头。大到政府楼堂馆所、公务人员工资福利，小到水电煤气。以广东为例，2014年省级行政经费预算100.7亿元，“三公”经费只占7.4%。

　　毫无疑问，为了厉行节约反对浪费，管住公款吃住行游，中央和各地均制定了细致的文件规定。然而，一方面账本约束尚未同步，另一方面公务支出财政管理还不够精细，一些地方“应付了事”“依然故我”的情况还比较严重。

　　应制定并公开严格的公务消费预算支出标准。一些地方已开始探索，如去年广州在晒账本的同时，公开了公务车、公务接待和因公出国的人均标准：每辆车每年3.7万元，吃饭每人次100元，出国每人次5万元；浙江温州市则将公务接待餐标限制到每人每餐60元。

　　公务消费支出应设标准

　　中山大学公共预算学副教授牛美丽说，设立公务消费支出标准，便于社会进行量化监督。更重要的是，能够精准地按此编制“三公”经费预算，真正做到按公务实际需要列支，而不是在往年的基础上人为压缩一定比例。
