法制晚报讯 (记者 李晓雨 张茉然 实习生 徐欲晓 ) 16日，市纪委牵头园林绿化、文物、公园管理等单位进行“会所中的歪风”专项整治工作。要恢复公园姓“公”的职能，私人会所和高档娱乐场所一律关停，公园内租用合同到期且与公园功能无关的场所一律不得出租。
《法制晚报》记者连续数日探访了北京40家公园，发现仍有会所“顶风”营业，他们有些打着会所的旗号，却声称不是会所，有些不提供菜单，而是看人报价。还有的自称是公园土地被转让后建成会所，人均消费上千元，总统套房价格高达每日3.8万元。
没人领着不让进 没菜单看人报价
北小河公园位于朝阳区东湖街道，前身为代征绿地，2005年朝阳区委区政府为民办实事投资建设成北小河公园，2006年5月1日正式向公众免费开放。其是望京东湖地区较大规模的公园。
在公园北门，一座名曰实友学堂的灰色现代建筑非常显眼。建筑高约十米，外墙主打金色，门左侧立有一头两米多高的牛雕塑。
记者推门而入，马上有保安上前询问有无预约，称必须由联系人出来领着才能入内，坚决不会让来客独自进入。
记者以咨询者身份联系到一位销售部的工作人员，随其入内，看到大厅墙上有国画、水彩、瓷器等装饰。二层有艺术展厅和可承接宴会的会议厅，地下也可用餐，风格不同的包间分布在楼内，但拒绝参观。
记者从网上查询到一段介绍这里的视频，其设有农耕文明主题包房陈列着犁、耙、木车、石碾等各种古老农具，还有中西合璧的酒窖，品酒用餐在长长的水晶台上。
工作人员一再强调“我们这真不是会所”。但记者在实友会官方网站的介绍中看到，其多次自称是会所。
当记者提出看菜单时，餐饮部员工称，他们的菜单都被“收上去”了，在按照下个节气制定新菜单，点菜价钱按照时价走。
除了餐饮，这里也提供其他服务——高尔夫、茶室、专业级的电影放映，还有广誉远中药馆，据称里面有精品养生中药、可令人脱胎换骨的女王LeaSPA，能疗育身心的能量养生堂等。
工作人员称，婚宴标准最低3800元起，每人餐标近400元，如若居民用餐，单点也能把人均标准控制在几十元，“寻常百姓也肯定能吃得起”。
“这门前天天停的是奔驰路虎，谁敢去吃啊！”多名来公园的居民表示，2013年6月该处开业至今从不敢去问价。

挂着“东岳庙”牌子 自称改做家常菜
在公园东门还有一家君泽会国风餐饮会所。其在公园中的位置，在公园介绍中显示为“公园建筑”。该处此前曾被央视曝光。
在该公司简介中称，这里有4000余平方米，主要以粤菜、海鲜为主，官府、私家为辅，“扛鼎京城高端美食翘楚”。
食客可驾车从公园东门北侧直接到达会所门前。其建筑左侧挂有一块写有“朝阳区传统文化传承基地”“东岳庙·东岳书院”的牌子，落款时间为2012年6月。许多逛公园的居民称，该处存在已有两年时间。
走进会所内部，映入眼帘的就是十几米高的大型莲花浮雕壁画。无论大厅、休息区，还是十几个档次不同的包间内，分别摆放着红木家具、皮质沙发、中式物件、欧式摆件等。对于与东岳庙以及传统文化传承基地的关系，服务员均不作答。
记者以宴请名义提出看菜单，发现网上介绍的该店的一些“名菜”都不见了。据2012年会所刚开业时的部分纸质菜单显示，其招牌菜是冬虫草炖花胶1680元/呈，双味澳龙1680元/例，养颜鲍鱼煲鸽子1288元/例。
记者探访时看到，在工作人员提供的iPad菜单中，“燕鲍翅”一栏封面上介绍有靓汤、燕鲍翅、活海参，但内容却只有“滋补鱼翅”一页，具体菜品仅有菌汤、排骨煲和猪手煲三个，价位均在每位58元及以下，一份最贵的是168元。
生猛游水活鲜也仅有一页，共三种鱼一种蟹，最贵的为老虎斑和龙利鱼268元/斤。酒水单里最贵的贵州航天酒588元/瓶，果蔬汁22元至59元一杯，茶水68元至398元每道不等。
一位工作人员称，由于会所改造，目前主营家常菜，即便单点以前吃过的高档菜，也不做了。依照服务员提供的菜单和婚宴、年夜饭等宴请套餐看，目前该会所的人均消费在200多元。
就主食类而言，“澳洲牛肉铁板”和“黑椒鹅肝粒”炒饭，均为68元/份，黄桥烧饼42元/半打，合7元一个。

游泳700多元 总统套房每日3.8万
日坛公园为国家级文物保护单位。早在2011年，《法制晚报》就曾以《日坛公园建会所内幕》为题刊发报道，当时，公园正在建名为“通产日坛俱乐部装修工程”。经记者调查发现，在建会所土地属于公园但被出让，转为商业用地。
21日记者来到日坛公园东北角，看到一名为“中国会所 CHINA CLUB”的会所已经建成，正门朝东，对着日坛东路，外围设有多根隔离柱，柱子与公园的围墙在同一水平线上。入口处设有值班岗亭，不经允许无法进入。
记者以老会员的身份将车开进内部的停车场，随后，一位没有穿工装的赵姓女子询问消费项目后，立即递来名片，告诉记者她是会所的市场销售部总监。
记者看到，会所共七层，地下分为五层，总统套房、酒窖、私人泳池、温泉、按摩汗蒸、酒吧、棋牌等娱乐项目样样俱全，价格不菲，游泳每位700多元，总统套房高达每日3.8万元。
地上两层用来吃饭和住宿，会所的就餐区域分为中餐、西餐和火锅三类，中餐的套餐全部由厨师根据顾客喜好私人定制而成，菜单以手写为主，价格在每位1000元至2000元不等。
据赵总监介绍，这里几乎不对外开放，之前都是内部关系宴请，来人便称试营业，目前因为局势紧，很多高档会所都关了，才使得许多其他私人会所的会员都转来这里。
在日坛公园内记者发现，会所与公园之间有院墙相隔，此前该处为蓝色施工围挡。据逛园居民称，2013年下半年蓝色围挡拆除。附近居民称，会所占地曾是绿地，围墙都是这两年才盖起来的。在采访中，多数居民希望将该处还原绿地，而不是盖会所，“拆了建个足球场都绰绰有余！”

一盘“拍黄瓜”58元 想喝酒先点茶
21日下午3时，记者来到日坛公园南门西侧的和平艺苑会所，其门脸不太显眼。记者看到，会所最北侧的墙已经拱进日坛公园里面，透过窗户可直接看到公园的草坪，后面还设有小门，出去可以直接到达日坛公园。
会所内部走廊左右两侧摆放着紫檀家具和名画，除了中餐和茶道，这里经营项目还有中国字画和古典家具。
工作人员告诉记者，以前会所最低消费是人均300元，现在已经取消了，但服务费还是照收，价格是消费总额的10%。
若自带酒水，白酒的开瓶费是每瓶200元，红酒每瓶100元。成为会员可以享受优惠，但一次性须充值不低于1万元的茶水费或5万元就餐费，才能成为会员。
值得一提的是，会所规定，顾客不能单单只点酒，必须要先来一壶茶水，才能在此畅饮。而这里的茶水平均要三四百元一壶，最贵的红茶金骏眉980元一壶，最便宜的绿茶每壶也要268元。
记者在菜单上看到，这里的菜品价格很高，燕窝780元一位，主食类如香煎馅饼48元一个，炸酱面每碗98元，凉菜姜汁黄瓜58元一例。精品套餐的价格从人均500元至2000元不等。
