  京华时报讯 (记者韩旭)《北京市快递安全管理办法》(以下简称《办法》)近日正式出台。《办法》要求快递业实行验视制度,对信件以外的快件应当场拆开包装验视内件,用户拒绝验视的,不予收寄。


  《办法》明确,快递公司营业场所面积不得少于50平方米。要求能够提供寄递快件的电话查询服务以及快件跟踪查询的信息网络系统,并且公司内通过资格认定的快递业务员比率不能低于40%。


  为确保快件寄递安全、公共安全,《办法》制定了一系列防范措施,其中最主要的就是验视制度:快递企业在收寄快件时,应当提示用户如实填写快递运单,对信件以外的快件,应当场拆开包装验视内件,符合寄递规定的,加盖收寄验视戳记。用户拒绝验视的,不予收寄。除了验视制度外,《办法》还要求快递企业建立快递安全保障和协查通报制度,不得寄递易燃、易爆、易腐蚀、放射性等危险物品,不得寄递国家机关公文,不得寄递国家涉密载体;快递企业应当按照规定对快件进行验视、机检、巡检、抽检等形式的安全检查等。


  针对个别快递公司出售、泄露客户电话地址等信息的情况,《办法》规定,快递企业违法提供用户信息的,由邮政部门按照邮政法的规定进行处理;未按照规定集中销毁的,由邮政部门责令改正,处5000元以上1万元以下罚款,造成严重后果的,处3万元以下罚款。
