按规收费不足维持成本
“以朝阳公园的露天停车场为例，周围有不少老旧小区车位紧张，很多居民都提出朝阳公园可以在夜间将露天停车场收费开放。但我们在调研中却发现，朝阳公园并不愿意夜间开放停车场，原因很简单，如果按照物价局2002年小型车每月150元的标准收取，是不足以维持其管理和人工成本的。”苏煜告诉记者，“此时矛盾和瓶颈就非常明显，大部分居民认为即便以每月每辆车200元的价格收取停车费他们也愿意停，只要有靠谱安全的地方能停，但朝阳公园还是无法同意，因为按照这样的价格收取费用就意味着他们违法了，将面临几万元的罚款。”
苏煜认为和朝阳公园露天停车场一样，目前很多社会停车场都处于这种尴尬的境地，单一的月租、年租价格管理已经成为盘活社会露天停车场资源的一大障碍。
建议
社会车场合理自定月租
为此，苏煜建议根据北京市实际情况，居民小区停车场和社会停车场月租管理应区别对待，对社会停车场的月租、年租车位管理给予政策倾斜，社会停车场经营者在合理梯度范围内自行制定月租、年租价格，与停车人形成书面管理合同，保证价格的透明化、契约化，并在区、县发改委备案生效以保证合法化。此举既能有效缓解了居民停车难问题，又使社会停车资源得到了有效利用。目前，可在具备条件的社会停车场与周边居民之间进行试点，取得经验后，在全市范围内推广。
