This morning, the second meeting of the 14th session of the national people's Congress in Beijing following the completion of the agenda closed.

Highlights of owner-occupied housing specifically for "shared ownership"

The Government work report modifications (part extract)

市人代会今天上午闭幕 政府工作报告修改20处
涉及新生违建“零增长”等
其中首次明确——自住型商品房 共有产权
法制晚报讯(记者 李洁 陈斯) “推进性质的自住型商品房建设”、“确保新生违法建设‘零增长’”、“加强食品药品安全工作”……政府工作报告做出20处重要修改。
今天上午，北京市第十四届人民代表大会第二次会议在完成各项议程后闭幕。
会议表决通过了关于北京市人民政府工作报告的决议、北京市2013年国民经济和社会发展计划执行情况与2014年国民经济和社会发展计划的决议等6项决议。
据了解，早在政府工作报告征求各方意见阶段，就已经吸纳市人大代表和政协委员的意见建议，累计进行了216处修改。
亮点 自住型商品房 明确为“共有产权”
“升级版”的政府工作报告中首次明确了自住型商品房的性质——共有产权。
市人大代表、副市长陈刚在会议期间提出自住型商品房为“共有产权”性质，支持房地产市场中端群体的需求。购房人没有经济能力购房，可以由政府给予支持，再上市交易时根据产权比例，把政府那部分收益拿走。这样没买到的人也不亏，买到的人也不得利。
价格方面，自住房的价格会比市场低30%，甚至50%。陈刚表示，北京要把自住房“做大”，除了去年推出的2万套，今年全市还要再供应5万套，而北京每年新建商品房一共才10多万套。
政府工作报告修改内容(部分摘录)
★过去一年，“初步实现了违法建设‘零增长’”，修改为“初步实现了新生违法建设‘零增长’”。与此同时，在2014年的任务中，相应把“确保违法建设‘零增长’”修改为“确保新生违法建设‘零增长’”。
★将“推行2万套自住型商品房”修改为“推行2万套共有产权性质的自住型商品房”。相应地在今年的工作中，将“推进自住型商品房建设”，修改为“推进共有产权性质的自住型商品房建设”。
★针对2014年的主要预期目标，将“城乡居民收入实际增长7.5%左右”，修改为“城镇居民人均可支配收入和农民人均纯收入均实际增长7.5%左右”。
★针对2014年提出“调整支出结构”，其后增加“提高财政资金使用效益”的表述。
★2014年，在“开展统筹利用集体建设用地试点”后，增加“发展壮大集体经济”的表述。
★将“促进行业协会、商会与行政机构脱钩”修改为“实行行业协会、商会与行政结构脱钩”。
★在“推动建设法治城市”前，增加“提高市民法制意识”的表述。
★“深化国家旅游综合改革试点”后，增加“支持旅游产业发展”的表述。
★“保持农民收入增速快于城市居民”，修改为“保持农民收入快速增长”。
★“制定实施促进义务教育优质均衡发展的政策措施”后，增加“加大对农村地区的教育投入”的表述。
★“建立基本养老服务制度”，修改为“健全基本养老服务制度”。
★“坚持走中国特色军民融合发展路子”后，增加“加强全民国防教育”的表述。
★“中心城公交出行比例达到48%”后，增加“提升农村客运服务水平，方便农村特别是偏远山区居民出行”的表述。
★“让群众在家门口就能享受到10大类60项基本公共服务”后，增加“以及多样化的便利服务”的表述。
★“完善食品药品安全工作体系”修改为“加强食品药品安全工作，完善工作体系”。
★“让服务保障的成果不断巩固”前，增加“提升城市文明水平和市民文明素质”的表述。
