在现行的北京城市总体规划中，到2020年北京城市总人口要控制在1800万，然而1800万的控制目标早已被提前突破，截至到2012年，北京市常住人口达到2069万，超过规划近500万人。北京市规划委主任副主任王飞表示，现在北京对现行城市总体规划的“修改”，不是对原有规划的全盘否定和推倒重来，而是要将人口发展的最新情况补充到今后规划中。修改规划的总体指导原则：一是严格控制人口规模，二是科学设置开发强度，尽快划定开发边界。王飞说，北京在人口控制方面的压力很大，但他没有透露北京疏解人口的具体措施和具体数量。
王飞：人口增长过快，使我们北京的人口资源环境实际上已经到了一个成长的极限。这次主要的一个变化就是做减法，首先要确定人口调控的目标，还一个是确定我们的用地规模。
王飞同时表示，解决 “大城市病”，就北京而言，腾挪空间仍然有限。单靠北京一己之力难以完成，必须通过“跨区域合作”谋求解决。北京在新机场、交通基础设施、生态保护和城镇化等方面，已经和周边的河北、天津签署了多份合作协议。
王飞：就是把北京放在更大区域考虑，有两个关键词一个是京津同城化，北京和天津同城化，另外一个就是区域一体化，就是我们客观上包括怎么实现一体化的发展。通过区域的协调发展来疏解北京的功能，使这样的人口、产业、生态和区域发挥更合理的布局。
