今年年初，发改委、住建部曾联合发文，要求2015年底前，全国设市城市原则上要全面实行居民阶梯水价制度。推行阶梯水价制度后，各地80%的居民生活用水支出不会增加，其余约20%的居民家庭用水基本生活需求部分价格不上涨。
