Who is China's top morning news "think-tank"? Which institutions play a crucial role in Government decision-making? Yesterday afternoon, the Shanghai Academy of social sciences think tank Research Center produced China's first Chinese think-tank report, development research center of the State Council, the Chinese Academy of social sciences and Peking University ranked in the top three at Fudan University in Shanghai, the Shanghai Academy of social sciences, respectively ranked eighth and Nineth place.

晨报讯 谁是中国最顶级的“智囊团”？哪些机构对政府决策起到关键作用？昨日下午，上海社会科学院智库研究中心发布我国第一份《中国智库报告》，国务院发展研究中心、中国社会科学院和北京大学名列前三，上海复旦大学、上海社科院分别排在第八位和第九位。
2012年，市教委批准第八中学开设“上海市男子高中基地实验班”，因效果良好，学校决定再扩招一倍学生。其实，市民并不知道，这一建议就来自于上海社科院的智库。“智囊团”认为，现代男孩缺乏“阳刚之气”，要破除男孩危机，应因性施教，最终获得教育部门认可，并开设了男生试验班。上海社科院智库研究中心主任王荣华接受记者采访时表示，中国的重要决策和公共政策的出台，都会在不同环节征求智库专家的意见。
目前，中国“智库”的成员既有来自政府部门的，也有来自民间机构或者“半官方”背景的。比如社科院的研究人员，政府的研究部门，高校的科研机构等。有时候是直接进行“命题作文”的研究，完成政府交办任务的课题调查，也有专家学者自选课题，最终形成建言等。
目前中国较为活跃的智库有200多家，从单独二胎政策出台，到房地产市场的调控以及最低工资调整等，一系列政策的出台，均来自于这些“战略思想中心”。智库已成为政府决策的重要参考机构。“智库是一种稳定的社会组织，不是以个人、而是以集体的智慧服务于决策机构，也就是通过专家、学者凝聚所产生的集体智慧成果服务于或者影响决策者。”上海社科院智库研究中心李凌说，中国有400多家智库，较为活跃的近200家，分为经济建设、政治建设、文化建设、社会建设、城市化、生态建设、国际关系七个方面，涵盖了社会的方方面面，为各级政府决策提供建言。
报告还显示，中国的智库主要集中在北京和上海。综合影响力前10名的智库，无一例外分布在东部沿海地区，没有发现有影响的中西部智库。
在昨日的发布会上，上海社科院还授权发布了美国宾夕法尼亚大学“智库项目”研究成果《全球智库发展报告2013》(中文版)。在这份全球顶级智库排行榜前百名中，包括中国社会科学院、上海国际问题研究院、国务院发展研究中心等在内的6大智库榜上有名。根据统计，2013年全球智库的数量达到了6826家，其中美国有1828家智库，位列第一，中国拥有426家，排名第二，英国位列第三。
