记者：你对接种疫苗有哪些担心呢？
市民：免费接种的疫苗质量到底怎么样心里没有底？还有就是每次接种都好多人在一起，然后医生如果疏忽了，会不会事得其反？
市民：流感疫苗俺打了，打过但是效果不太好啦咋。打过还是该感冒感冒，可担心。害怕今后再打啥样的疫苗会不会出现啥问题。

说到疫苗，就不能不说说2013年底发生的乙肝疫苗风波，这一事件已经入选多个机构评选的2013十大公共卫生热点新闻。
2013年7月28日，国家卫生计生委在第三个世界肝炎日宣布，经过20年的努力，我国新生儿乙肝疫苗全程接种率已经达到了95%以上，我国儿童乙肝高发的局面已经彻底改变。取得这样的成绩，乙肝疫苗功不可没，但是2013年年底在湖南、广东等地先后出现质疑乙肝疫苗接种导致婴儿死亡事件，让乙肝疫苗瞬间成为众矢之的。
随后，国家食药总局紧急叫停相关批号的乙肝疫苗。国家卫生计生委不久前公布了调查结果。
截止到2014年1月14日，中国食品药品检定研究院对国家食品药品监督管理总局组织抽取的深圳康泰生物制品股份有限公司生产的6个批次、1315支的乙肝疫苗样品进行了检验。检验结果显示，这6个批次样品的全部检验项目均符合企业注册标准和国家药典标准。经与批签发数据对比，6个批次样品检验结果与同批次产品批签发结果一致，说明产品质量稳定的。
各地报告的18例深圳康泰生物制品股份有限公司乙肝疫苗疑似预防接种异常反应病例。现在是1例重症已康复出院，该病例不排除疫苗引起的异常反应，现在高度怀疑是过敏性休克的可能性大；17例死亡病例已明确与接种疫苗无关，其中重症肺炎3例、窒息2例、婴儿捂热综合征2例、急性出血性肺水肿并间质性肺炎1例、羊水吸入性肺炎并急性呼吸衰竭1例、新生儿肺炎并新生儿呼吸窘迫症1例、先天性肺小动脉高压症并羊水吸入致呼吸功能衰竭1例、重症双肾积水并肾功能衰竭1例、重型小儿腹泻并重度脱水1例、新生儿坏死性小肠结肠炎并消化道穿孔1例、新生儿窒息并新生儿败血症1例、先天性心脏病1例、婴儿猝死1例。
综合现场检查、产品抽验结果、质量回顾分析以及病例调查诊断情况，没有发现深圳康泰生物制品股份有限公司生产的乙肝疫苗存在质量问题。
深圳康泰生产的乙肝疫苗疑似存在着安全隐患终于得到排除，婴儿接种疫苗后死亡最终被判定为"偶合事件"。

什么是偶合事件？
王华庆：偶合事件，就是儿童打不打疫苗他都会发生这种疾病，只不过就是赶上打疫苗之后疾病的症状出现了，这种情况就是偶合发生的一个疾病。这跟不良反应完全是两回事情，只不过是时间上有关联。
目前国内所接种的所有疫苗当中，发生过敏的概率大概有多少？
王华庆：目前我们监测到的关于过敏性疾病尤其是比较严重的过敏性休克发生率还是比较低的，在世界卫生组织公布的百万分之一到二以下的范围。
偶合事件发生率达到多少？
王华庆：偶合事件就不一样了，如果赶上这个时候有传染病流行，如果出在潜伏期可能就高，或者还有一些其他疾病的话，它发生的概率根据不同地区不同人群，情况也不一样。
能否预防或者避免偶合事件的发生？
王华庆：健康状态下我们才会接种。但是有些时候他已经感染了某个疾病，处在某个疾病潜伏期，这种情况下后期会出现偶合的发生，概率不好计算。
国内接种疫苗的整体水平大概是怎么样的？
王华庆：我们国家从1978年实施计划免疫，目前接种率在90%以上。

在山东，一位家长告诉记者，给孩子接种强制疫苗时，往往有两种选择，一种是免费的疫苗，通常是国产，但有时工作人员也会另外推荐需要花钱接种的进口疫苗，很多家长出于安全考虑，宁愿花钱换进口疫苗也不愿接受国产疫苗。
淄博市疾控中心生物制品管理办公室娄灵源主任告诉记者，很多家长对国产疫苗存在偏见，加之前段时间疫苗事件影响，国产疫苗信任度有所降低。
河南南阳镇平县的郑女士孩子已经一岁多了，从出生开始都坚持打疫苗，此时又到了疫苗接种期，却开始犹豫接不接种。
郑女士：这个疫苗，以前打了觉得很有必要，但是自从看到这个疫苗出事以后，给孩子们打疫苗就得慎重点，有的疫苗就不想打了。不打吧，又怕没有免疫力了。
前段时间不断爆出小孩打疫苗出现事故，如果这样的事儿真出现在自己孩子身上，事故责任认定，怎样维权，作为非专业认识，郑女士感觉心里没底儿。
郑女士：娃们打预防针出现啥问题了，你就是维权也没法维权，咱也没有医学专业知识，不懂得出现这种症状是啥引起的，咋样去界定，咋样去维权，医院自己出的医疗事故鉴定结果作为一般人来说又不懂得，也有点质疑，究竟有谁去管他们，所以对他们的鉴定结果也不信服。
据媒体报道，中国每年疫苗预防接种达10亿剂次。这是个惊人的数字，按照中国疾病预防控制中心免疫规划中心王华庆副主任公布的疫苗不良反应概率百万分之一到二来算，每年要有超过1000个孩子患上各种疫苗后遗症，留下终身残疾。而疫苗本身的特性决定了目前不存在百分之百安全的疫苗，这也就导致接种疫苗之后反而生病的伤害病例一直存在。

按照医生的说法，梁女士没有及时给孩子用药，可是低烧两天之后，孩子的状况更加糟糕了。
伴随着高烧、咳嗽、全身皮疹等症状，梁女士孩子的病情一直持续了近两个星期。在此之前，梁女士曾经带着孩子去了几家医院就诊，接诊医生都异口同声的表示，这不属于疫苗的不良反应。
郑州人民医院免疫规划负责人敬丽：如果是前期有什么不舒服了，隐性的没有表现出来，它本身就稍微有点受凉，或者偶尔有点咳嗽、流鼻涕，当时也没注意，有可能会造成偶合症。疫苗本身他会有一定的不良反应嘛，到时候跟疾病合并了，然后加重反应，这种情况是有的。
按照医师的说法，这种情况应该属于个别现象，但是梁女士几位同事家的孩子也都遭遇到了同样问题。
侯女士：我们也是当时八个月的时候打麻风疫苗，我知道的这些小孩儿打了麻风疫苗后都是发高烧，出现咳嗽呼吸道炎症，而且都是病程时间比较长，都是一到两个星期。
据了解，国家免疫计划中规定了11种强制性接种的一类疫苗，这所有免费接种的一类疫苗全部都是由我国企业自主研发生产的减毒活疫苗，其中一些疫苗的制作配方和30年前并无区别，而进口疫苗大多都是风险度较小的灭活疫苗。郑州市疾控中心的一位工作人员表示，就目前来说，进口疫苗的使用率并不高，其中一些种类是没有进口疫苗的，麻风疫苗就属于此类。
工作人员：含麻类的就没有灭活的，全部是活的！
记者：在医院的医师看来，接种疫苗的不良反应率通过多年的临床经验表明，不论是国产的还是进口的疫苗，只有大概百万分之一。郑州市人民医院负责疫苗规划工作的医师敬丽表示，在她从业的十年多时间里，还没有遇到过出现非常规不良反应的接种者，而遇到疑似出现不良反应的接种儿童，医院是无法进行判定的。
敬丽：医疗机构或者接种点，是不能做判定的，只能报到区疾控，然后市里组织异常反应鉴定专家组，由专家组鉴定之后，才能给家长答复。如果是属于疫苗接种异常反应的话，国家规定的这些免费的苗儿，应该会给一定补偿。
连线中国疾病预防控制中心免疫规划中心副主任王华庆。
主持人：曾经看到过一这样一些评论和数字，说中国现在的疫苗技术与国外的疫苗技术相比落后20甚至30年，真的是这样吗？目前我国疫苗水平处于一种什么样的状况？
王华庆：不能简单的拿时间来说落后的状况，有一些疫苗像减毒活疫苗，还有乙肝疫苗等等这些，我们都用了几十年了，国外也用了几十年了，这个不能用它的时间来衡量这个技术是不是落后了。
主持人：我曾经看到一篇评论文章，以甲流为例，不到90天，一支用于上亿人注射的疫苗，就完成了立项、临床实验到上市的过程，跟国外来比，人家最短要半年，如果长的话甚至是几年的时间。这简直就是形同儿戏，您对此有什么看法？
王华庆：关于这个甲流疫苗整个临床实验过程和上市过程我都参与了，而且刚才说的用很短一个时间之内研发出来的，我们主要是拿到了世界卫生组织提供的疫苗株之后，从临床实验开始到最后上市用了相对短的时间，但是这个过程中我了解到我们整个涉及到的程序没有减少，环节也没有减少，只不过是利用我们国家资源的优势整合的一个优势，提高了研发的一个效率，可能过去我们做一个临床可能需要一期也好二期也好三期也好可能是时间是非常长的，但是这次我们这些临床实验的环节没有减少程序也没有减少，所以出来的疫苗，都是严格按照这种国家的相关要求来进行的。另外一个我们也可以看到全国接种了1亿例以上的甲流疫苗，我们通过我们上述不良反应检测，没有发现任何安全性问题。所以对这个疫苗应该放心。
主持人：从各地记者调查发现，由于误解或者恐慌，有一些家长不给自己的孩子接种疫苗，这样会导致怎样的后果？
王华庆：我想就是对于个体或儿童来说不接种疫苗的话他本身就没有免疫力了，将来就会容易感染这个相应的疫苗针对传染病。再一个就是如果这样的人越来越多了都不去接种疫苗了可能这个人群就没有一个保护力了，结果就会出现疾病的流行和爆发，因为国外已经有很多这样惨痛的教训了。
王华庆：接种疫苗一般都有一个适应的人群，作为家长，你的小孩去接种疫苗之前，你对于孩子的健康状况可能是更了解一些，他最近有没有发烧，得没得过其他疾病，或者说他本身就有什么过敏，或者它有什么神经系统疾病等等。健康状况要如实跟接种医生说，接种医生会根据健康状况做判断。这样可能避免一些偶合，避免接种疫苗之后导致的一些疾病，这个非常重要。
