据警方介绍，近日，一名网名叫“李昕”的网友在腾讯微博上发布：“柳州某某快递真可恶，再不把购买的东西给我送来，我扛上炸药包把你们公司炸了”的言论。
经询问，网民“李昕”真实姓名黎某，广西河池市宜州市人。黎某承认，其数日前在网上购买了一批化妆品，收货地址是柳州市城中区雅儒路的亲戚家。当黎某从宜州市赶到柳州市接货时，快递公司的人员却迟迟没有将货送上门，其一气之下便在个人的腾讯微博上发表了要炸柳州某某快递公司的言论。
警方认定，黎某通过公开的方式表示个人的不满情绪，主观是故意的，扰乱了正常的公共秩序。柳州市公安局中南派出所根据《中华人民共和国治安管理处罚法》之规定，给予黎某行政拘留三日的处罚。
