羊城晚报讯 记者杨辉报道：22日，广州市环保局公布了2013年11月-12月行政处罚情况名单，包括中国石油化工股份有限公司广州分公司(简称广石化)、致美斋、中山大学肿瘤防治中心在内的24家企业和单位，共收到环保局开出的27张罚单。广石化和致美斋因环境污染问题，分别收到10万元最高罚单。
广州市环保局相关负责人表示，2013年广石化收到两张10万元罚单，但相比往年处罚已有减少。广石化方面对此未有回应。
广石化顶额罚十万
此次名单中，单笔罚款金额最高的罚单，落在了广石化和致美斋头上，分别因为大气排放超标和不正常使用污水处理设施而被罚10万元。这是环保部门单次能开出的最高罚单。
记者了解到，广石化的这起违规排放发生在2012年8月，市环保局法规处相关负责人透露：“按照规定，2年内发生的违规排放都可以进行处罚，因为广石化在接到处罚通知后进行了申诉，还开了听证会，一来二去就拖到现在才真正处罚。但还是在处罚有效期内。”
该负责人表示，近两年来，广石化加强了污染治理工作，加上有在线监测设备，相比往年被处罚的次数明显减少，“去年5月因为排放臭气污染了广州近半座城，被罚了10万元，还有就是这单，事情发生在前年。广石化以往每年都要被处罚好几次。”
对于该罚单，记者采访了广石化相关负责人，对方表示如果有回应，会及时联系媒体公布。
罚单不乏知名企业
另外一张10万元罚单给了广州致美斋食品有限公司，去年7月，市环保局检查发现，致美斋污水处理设施闲置，而是在集水池泵站上安装了一条黑色软管，直接将未经处理的污水排放。市环保局责令致美斋改正违法行为，拆除违规安装的软管，并处罚款10万元。
有3家企业收到了两张罚单，分别是广州迪森热能技术股份有限公司、广州金鹏源康精密电路股份有限公司和广州花城制药厂。
还有一些知名企业收到了罚单，广州双桥股份有限公司存在地下废水收集池有渗漏口、水污染物治理设施不正常运行及水污染物不达标排放等问题，被处罚款4万元。
广州环保领域知名企业广州绿由工业弃置废物回收处理有限公司，因“危险废物转移联单未随危险废物转移运行”，被处罚款3万元。
11家企业两度上榜
去年以来，广州市环保局加强了环境污染行政处罚信息公开的力度，去年11月20日，该局曾公布了5月-10月的处罚名单，当时32家企业和单位共接到42张罚单。记者发现，上一次处罚名单的11家企业，再度出现在22日的名单中。
这11家企业分别是：广石化、广州丸顺汽车配件有限公司、广州市花城制药厂、广州迪森热能技术股份有限公司、广州金鹏源康精密电路股份有限公司、广州飞机维修工程有限公司、广州斗原钢铁有限公司、广州广橡企业集团有限公司双一乳胶厂、广州达安临床检验中心有限公司、中山大学肿瘤防治中心、广州食品企业集团有限公司孔旺记肉业食品分公司。
