取消推荐生早有风声
“明年的小升初，民办初中要免试，公办外国语学校说不定要面谈，现在连推荐生都没有了，好学生将凭什么进好学校。”昨天，一群迷茫的准小升初家长在论坛上纷纷吐槽。面对分数这一即将真的被淘汰的标准，他们伤痛了脑筋。
据了解，推荐生制度是伴随小升初电脑派位诞生的。广州在1991年首次采用，到1993年在公办学校“小升初”中推广采用了“电脑派位+推荐生制度”。从1991年到如今的23年来，推荐生制度曾经历了废除——恢复——式微的过程。如今，白云区、天河区、黄埔区等区县已采用了小升初对口直升等方式，仅越秀、荔湾、海珠这“老三区”保留两次派位或推荐生的制度。
而取消推荐生并非空穴来风。事实上为促进区域教育均衡，早在5年前广州就刮起“取消推荐生”之风，不过由于生源的重要性，老三区一直“顶住”压力保留。不过，这样的局面恐怕很快就要改变。昨日，广州市教育局副局长江东表示，去年教育部明确提出，“小升初”要严格遵循免试就近入学的原则，取消“推优生”。为贯彻这一要求，广州在去年发布的义务教育招生规范文件中对此已有所提及，并开始实施。
老三区尖子生受影响
有些家长认为取消推荐生将造成很大的影响，不过在江东看来，影响面并不会太大。“目前只有越秀、荔湾、海珠老三区，而每区推优的比例也不大，因此不会对升学格局造成很大影响”。到底影响面有多大？记者以去年为例进行估算，在实行推荐生制度的老三区中，占有较多优质教育资源的越秀区推荐生人数最多，有接近1500人，海珠区为500多人，荔湾区相对较少，大概百余人。据初步估算，如果取消推荐生制度，广州市老三区有2000多名尖子生不得不改用另外的渠道获取优质学位。
海珠区教育局有关负责人也称，每项政策的出台和取消都有不同的声音。拿推荐生制度来说，成绩好的肯定希望保留，但是成绩一般的学生则希望取消。“我的孩子成绩很好，如果运气不好被派到差的学校，对于他以后的学习是否就是真正的因材施教呢？这样就是公平了吗？”家长曾女士认为，在目前教育资源不均的背景下，无法真正实施公平的教育。应该适当保留部分推荐生才是对优等生的一个公平保障。但也有家长认为这是从制度上对素质教育的保障。“取消推荐生能让学生快乐学习，而不会被分成三六九等。”家长张先生称。
公校也舍不得推荐生
对于公办学校而言，取消推荐生也并非是一件好事。记者了解到，一些办学质量较好的公办初中对“推优生”制度很依恋。“成绩非常好的学生，可以去考好的民办初中，公办初中不是他们的第一选择。因此，公办初中非常依赖推荐生这批优质生源。”一位不愿透露姓名的小学校长表示，取消推荐生制度后，那些区属公办初中，特别是办学较优的公办初中的生源质量可能下降。
