纠正医疗卫生系统不正之风，必须灭“蝇”除害，以儆效尤。2013年，省纪检监察系统通过深挖细查，连续查办了8起医疗卫生系统套取医保资金、贪污受贿、收受“红包”、商业回扣等违纪违法案件。省纪委监察厅通过开展廉洁从业警示教育和“红包”、商业回扣清退活动，发挥宽严相济政策的作用，严厉惩治了极少数腐败分子，教育挽救了一大批医务人员，有效遏制了医疗卫生系统行业不正之风。
雷霆之击方能标本兼治
一家省级安宁医院，尽管条件优厚，却把黑手伸向病人的救命钱，4年间通过虚开医嘱、虚开检查项目、虚列住院病人2962人次，套取医保基金2414万元。
调查人员发现，该医院8个临床科室、门诊部、医保办以及财务科等各相关部门相互配合套取医保资金，大量收治挂床住院病人，形成一个利益链条。如该院某科室共有86张病床，2011年该科住院病人最多时竟达225人，是病床数的2.6倍。
而身为医疗卫生专家的一院院长，不仅支持纵容套取医保资金的犯罪行为，而且在医疗器械、药品购销、工程建设、组织人事活动中收受人民币397万元等贿赂。2013年4月，省纪委监察厅对省安宁医院院长符某健诈骗公私财物及在医疗器械、药品采购等方面受贿问题进行立案检查。同年8月，符某健被移送司法机关依法处理。
省委常委、纪委书记马勇霞强调，发生在群众身边的腐败问题，直接侵害群众切身利益，如果得不到有效惩治，就会丧失人民的信任和支持。
全省纪检监察机关坚持把人民群众关注点作为办案工作的着力点，以雷霆万钧之势，严肃查处涉案的腐败份子和腐败行为。由于工作失职渎职、贪污受贿等问题，省卫生厅中医处处长黄某荣、计财处调研员陈某琨、海口市妇幼保健院院长邢某等3名严重违纪人员分别被立案查处。因以权谋私、收受贿赂等问题，海口市美兰区疾病预防控制中心主任陈某杏、海口市第三人民医院院长吴某壮分别被立案查处。
经过医保资金专项审查，2所医院打着促进发展旗号套取医保资金的问题暴露无遗：东方市八所港区卫生院套取医保资金83万余元，该院院长等7人于2013年6月被检察机关提起公诉；中建农场医院套取医保资金47万余元，该院院长于去年8月被省农垦总局纪委立案调查。
随着调查的深入，一些医疗机构和卫生行政主管部门的腐败现象逐渐暴露出来。收受“红包”、商业回扣的行为令人震惊。调查发现，在药品、医疗器械、耗材供应商行业“潜规则”的侵蚀下，收受“红包”、商业回扣的单位既有卫生行政主管部门，又有一些省级大医院和市县医院；收受商业回扣的人员上至医院院长，下至科室主任、医生、护士等。办案人员查处一个院长带出一批老板，查处一个老板又带出一批医务人员。
由于药品、耗材采购具有长期性和重复性，一些人收受商业回扣时间跨度长、次数多，某医院总务科科长在3年间分9次收受一名老板共计10万元，某医院检验科主任在3年间分18次收受一名老板共计15万元。
案件还暴露出涉嫌收受“红包”、商业回扣人员较多。为打击极少数人，教育挽救大多数人，省纪委监察厅会同省卫生厅及时召开廉洁从业治理商业回扣动员大会，在全省医疗卫生系统开展违规收受“红包”、商业回扣清退工作，要求有关人员主动上缴“红包”、清退商业回扣，共有2055人次向省纪委廉政账户上缴1261.5万元。4名违纪数额较大、在规定期限内不主动清退、经核实谈话仍拒不改正错误的医务人员被及时移送司法机关处理。
蝇生于腐，风起于微
“由于我在生活中放松了政治理论学习，放松了思想和职业道德教育，放松了遵守党的廉洁自律的自觉性，放松了对党纪国法的学习，导致自己迷失了人生道路的方向。”符某健在接受调查时曾这样反思。
系列案件揭示，少数医务人员法律意识淡薄是违法犯罪的根本原因。查办的8个案件中，涉案人员普遍文化程度较高，有的是医院的主要领导或部门负责人，有的是行业的专家骨干，他们在医疗领域颇有建树，多次受到各级奖励。但由于医疗系统自身的特殊性，重业务、轻法纪的问题比较普遍，一些医务人员的法律意识淡薄，对违规与违法、罪与非罪的界线认识不清。
有的涉案人员明知套取医保资金是一种违纪违法行为，依然置若罔闻，我行我素。更有少数人在案发后以为可凭借自己的地位、身份、金钱逃避法律制裁，如符某健认为金钱是万能的，得知纪检监察部门正在调查他时，甚至不惜以行贿的手段拉拢腐蚀办案人员。还有某医院院长在案发后宣称要花钱“摆平”司法机关。
不正之风，起于毫末。邢某供认，在医疗器械、医疗耗材等采购活动中收一点“回扣”、“好处费”、“提成费”，开始也是心里打鼓，但时间长了，认为是人之常情，到后来想拒绝都难了。廉政根底疏松，防线不牢，便极易引发职务犯罪。
还有人心存侥幸，认为不法行为是“秘密行动”，不会有人知道。另一涉案人黄某荣说：“收钱时心理是矛盾的，总怕哪天被抓，可又存着侥幸，认为出不了什么大事。”还有些涉案人员认为整个医疗卫生行业风气就是这样，自己收，别人也收，被发现了也是“法不责众”。
从查办的8个案件来看，监督缺位的问题比较突出。据办案人员介绍，涉案单位都有比较完善的业务工作规章制度，但监督机制普遍薄弱、责任不明确、落实不到位等问题突出，导致涉案人员权钱交易，走上犯罪道路。省安宁医院内部监督机制不健全，疏于对医院领导管理监督，虽然也有人对套取医保资金提出过质疑，但当医院领导带头违规违法时，监督机制形同虚设。
“医疗卫生体制尚不完善。”谈起这8起案例，省卫生厅负责人坦承，当前医疗卫生管理机制不完善，相配套的法律法规及调控手段不健全，在某种程度上直接诱发了医疗卫生系统职务犯罪的发生。其中，“医药合一、以药养医”体制使得医院的赢利性目标急剧膨胀，医院的医疗价值无法体现，药品销售成了医院科室及相关人员赢利的主渠道。
“医疗卫生体制改革刻不容缓！”我省医疗机构从业人员纷纷表示，对医疗各个环节的权力运行不加以监督和制约，对不正之风不管不问，就不可能根除腐败的土壤，挡住回扣的诱惑。
以整改之实效取信于民

2013年6月，省纪委监察厅协同省卫生厅在全省医疗卫生系统开展了为期3个月的行风集中整治活动，强化教育，提高医务工作者的政治素质和法纪意识。结合查办的典型案件，通过以案说法开展警示教育，增强医务人员的宗旨观念，帮助其树立正确的世界观、人生观和价值观，坚定社会主义、共产主义的理想信念，树立全心全意为人民服务的思想，增强公仆意识，增强其抵制各种腐朽思想诱惑的能力，构筑牢固的思想防线。
我省还分批组织医疗卫生系统全体干部、职工参观海南省警示教育基地。一名医生在留言薄中写道：“理想信念就象定海神针，一旦倾斜，就会让我们丧失医者的起码道德，放弃廉洁从业的职业操守。”
“案件的查处和通报很及时。唯有动真碰硬，违者必究，在社会形成‘老虎’、‘苍蝇’一起打的共识，让干部群众感受到党和政府惩治腐败的坚定决心，看到实实在在的成效，才能遏制医疗卫生系统腐败蔓延的势头。”省监察厅相关负责人表示。
然而，冰冻三尺非一日之寒，遏制住医疗卫生系统的不正之风亦非一日之功，还有很多工作要做。全省卫生行政主管部门、医保部门积极行动起来，认真查找医院体制运转、日常管理、人事薪酬制度、医院补偿制度等方面存在的问题和漏洞，针对容易产生腐败的重点环节、岗位，建立健全规章制度和有效预防腐败的机制，为全面推进医疗卫生体制改革打好基础。
权力必须被关进制度的笼子。省卫生厅制定和完善了规范医疗器械招投标、年度审计、一岗双责制、医务公开、定期对“一把手”廉政谈话等一系列有针对性的整改制度措施。
“对容易诱发受贿腐败的部位和环节，权力要适当分解，变‘个人说了算’为集体决策，避免个人专权，使掌握权力的人，只有正确行使权力的职责，没有滥用权力的条件。”省预防腐败局负责人表示，行政主管部门与上级监督部门要加强对医疗器械购销渠道及各个环节运行情况的适时跟踪监督，确保监督不流于形式。
有效的监督是对制度执行的保障和制度“无效”时的救济和矫正。“对医疗不正风问题，如果不能做到严格监督，严格追责，那么干部、医生肯定会存在侥幸心理，社会监督、群众监督的效果就会降低。”省纪委党风政风监督室负责人表示。
彻底根治医疗卫生系统腐败“顽症”，最关健的是改革现行的医疗卫生体制。党的十八届三中全会提出，要统筹推进医疗保障、医疗服务、公共卫生、药品供应、监管体制综合改革。
方向已经明确，向医疗卫生不正之风“亮剑”之时已经到来。省纪检监察部门负责人表示，将加大查处力度，努力做到查处一个案件、教育挽救一批人员、治理一个行业。
