一年又一年，农民工总是这迁徙大军中的主角，厚重的背包里是他们在外辛苦一年的收获，把收获带回家也是他们一年里最重要仪式，然而回家路却并不平静，一不留神就有可能让整年的辛劳付之东流。带着大量现金回家还是不少人的选择，与之相伴的则是每年春运期间都会集中出现的钱没了的新闻。
失主 孙庆浩：

1月14日在江苏省盐城建湖县打工的孙庆浩，动身返回四川农村老家过年，但在路上他把自己的一个手提包落在了所乘坐的三轮车上，包里装着的是他和四位工友一年挣的钱，一共14万元。

返乡农民工 孙庆浩：
还有家里面等着回去修房子的，还有一个还没娶到老婆的，这些钱都是人家的老婆本。对于我们农民工来说，挣这个血汗钱是很辛苦的。
和很多在外打工的农民工一样，孙庆浩的打工收入是全家老小七口人的主要经济来源，过年带钱回家，不但可以让全家来年花销有了着落，也是孩子们一年里最高兴的时刻。
孙庆浩：
我们不在家的时候，他们就没有什么穿的新衣服，我们回去的这一段时间，要把新衣服买个一两件放在那里，他还是很开心的，他也会向别的小朋友炫耀，我的爸爸妈妈回来了。
14万块钱，四位工友一年的收入，孙庆浩的遭遇在当地引起了巨大关注，电视台不断为他们播放寻物启示，微信、微博、网络媒体也纷纷传播，一些公益团体和政府部门还自发组织了募捐活动，而他们的行动也得到了世界各界的积极响应。
捐款人 徐晶：
我太懂农民需要什么了，这些钱对他们来讲太重要了。这是他们的口粮钱。
两天之后建湖县已经为四名工友筹得善款2万5千多元，而第三天在媒体和警方的帮助下，焦急无助的孙庆浩也等来了好消息，他们的钱找到了。类似的一幕还发生在福州，1月8日正在一座大楼八层擦窗户的重庆籍清洁工熊发明，一不小心让口袋里的6000块钞票从高空散落，眼看这这些他和丈夫辛辛苦苦攒下的过年钱，一张张被路人捡走，熊发明真恨不得从高处跳下来，最终只找回300元的熊发明近乎绝望。然而在媒体报道后剧情迅速逆转，不但一些捡钱者主动把钱送回，各方的捐款也分之沓来，短短几天捐款就远远超过了损失。有人失而复得，有人就没那么幸运了，身在湖北武汉的农民工艾金中也把钱搞丢了。

钱当时在我的内衣口袋里装着，2万块钱刚在银行取的，我走得快了，钱掉了我也不知道，我还在走，别人叫我，你的钱丢了你还走，我一看后面有30多张，我把它捡起来，2万块钱就剩下3400块钱，剩下的16600找不到了。

应当绝大多数肯定是完全可能的，所以我也建议我们农民工兄弟，有些你可以先把它寄回家，或者有些换成卡，当然你刚才指的返乡路确实是有很多环节，所以我们的金融单位下乡要注意，尽量少把这个现金带在身上，带在身上也尽量随身带，而且我们的神态也自然一些，我们的自然意识强一些，尽量保持几个人结伴而行，互相有个关照，也提高点警惕。最重要的是我们在一路上要互相关照，我们睡觉也好，外出也好，特别是拿一些包我们要随身带着。再一个我们其他的群众也要关心我们的农民工兄弟，把它织成一个天罗地网。
好，非常感谢马局长，那么刚才我们在说有一些农民工的钱能够找回来，有的找不回来。我们说这个趁人之危去抢钱，他不仅仅涉及到一个道德问题，它更触及到法律，那么我们再说回来另外一个问题，你看像这种过年回家，为什么有更多的农民工兄弟选择的是带现金回家，那么有没有其他的方式，比如说刚才马局长提及的先寄回去，或者是换成卡带回家，有这样的方式为什么更多的人不愿意去选择呢？我们继续往下看。
今天春运第七天正式进入高峰期，铁路、民航、公路各个地方都是匆忙回家过年的身影。北京西站下午三点，大包小包的行李中有一年的收获，也有带回家的礼物。
记者：
这一年攒下的钱会给家人带回去吗？
返乡者：
全部带回家。
返乡者A：
带现金了，也带不了多少，四千来块钱。
在春运的人流中，带现金回家又该如何保障安全，旅客们也是应对各异。
返乡者B：
钱随身带着，倒班睡觉。
返乡者C：
一般都贴身装，很少放在包里。
返乡者D：
你看藏在手套里，衣服袖子里都行。
防盗内衣内裤，早在几年前就已经被称为返乡防盗的必备武器。而在2012年的春运中，杭州火车南站还曾报出一天搜出上百把护钱刀具的新闻，而如此违规操作为的也是身上现金的安全，那么明知危险为何还是有人要如此选择呢？
返乡者E：
汇可麻烦了，卡可麻烦了。
返乡者F：
家里面人不会用自动存取款机，他们基本上都会排了很长的队，用存折去取钱。
对于这些旅客来说，他们看到更多的是带现金出行的便利，而对于那些已经有过现金丢失经历的人们来说，有人却不再会这样去做。在汉口火车站丢失2万元钱的艾金中就表示，下次不会再给工友代领现金回家了。
下次也不会帮别人了，谁的钱谁带走了，要不然办个卡，让老板办个卡(把钱)打过去。
以前艾金中都是把钱打到卡上带回家，给这次选择给其他同乡带现金，也受到客观条件的制约。
农村的像40多岁以上的，好多人是没有卡的，我们镇上有一个农业银行，有一个就是邮政储蓄，别的都没有。
正因为银行网点少，异地跨行取款也要扣除一定的手续费。
(有的银行)1万块是50块的手续费，别的(银行)就是收了80块吧。
艾金中家离镇上的银行网点有10多里路，有的时候去一次还取不来钱。
超过5万的话，今天要取钱就要提前，农村嘛要提前预约一下，跟银行讲以下，我明天或者后天用多少钱，它一次是不会提这么多的现金的。
避免麻烦是大多数农民工都有的心理，14万血汗钱失而复得的孙庆浩，也是为了避免去县城取钱的60公里路。
因为回家去，这个钱就是在家里面老人，小孩，自己家里面买年货的，急需用的都是等着回去要用的，就没必要存在银行里面再去取出来，也有这种担心，麻烦，比较也不像城里面这么方便。
除了遥远的路途要花费时间精力，到了网点之后排队的时间也不少。
我到我们取钱那个地方，银行网点比较少一点，而且过春节回家的时候，要取钱的人比较多。
在诸多的不便面前，即便是有风险，带现金回家也许在接下来的一段时间里，仍然会成为很多返乡农民工无奈的选择。
其实对于很多农民工兄弟来说，明知山有虎，偏向虎山行，带着现金回家，真的是在现实面前一种无奈的选择，总结起来无非就是三种考虑，第一就是省钱，刚才短片中反复说了，如果说转行去转账的话，可能需要手续费，别小看这十几块钱，几十块钱，对于农民工来说，它也是自己的辛苦钱，他不愿意花可以理解，然后就是省时刚才也说到了。本来回家就没有几天的时间，然后如果你带着卡，而不是带着现金回家的话，你就要从村子里面到乡镇，甚至到县里面的网点去取出钱再回家，谁愿意在本来就没有几天的相距的时间，再花这样的时间呢？再有一个它省力，很多农民工在城里打工，他的工资就是以一种现金的方式发放的，如果说要是图安全，那么可以把先在银行开户，然后把钱放进去，然后再经过种种的，各种各样的这种手续再回家把它取出来，真的是很费力，所以这种现实的考虑使得他们愿意带现金回家，当然还有一个关键的问题，带着现金回家给老人、给孩子红红的一叠人民币是很有面子的，当然这是需要转变的一个问题。
好了，当他们遇到种种障碍的时候，我们有没有什么办法能够帮助他们克服这些障碍呢？继续往下看。

六百块钱。六万块钱交六百块钱邮费。
这国家规定的。
六百块钱在我老家都能买头驴了，六万块钱还没一块砖重呢，还带不回去它。
还犟得很。
这是2004年上映的电影《天下无贼》，此时对应的中国农村，其金融网络又向前发展了十几年。但很多农村百姓仍会如电影中王宝强扮演的傻根那样，宁可冒着被偷被抢的风险，也会将十万块打工钱带在身上，而不愿通过银行、邮局将钱汇到自己的家里。为什么呢？或许也正如电影中傻根所言，那邮费在老家都可以买一头驴了。
如今已经是2014年，今天记者采访了多名带钱回家的农民工，异地转账取款手续费高，前往银行、邮局不便等，仍是困扰着农村的取钱难题，难道我们的农村金融体系真的没办法为节衣缩食攒钱的农民工们，减少甚至免去这些烦恼吗？其实早在2005年，中国人民银行就已推出了农民工银行卡，持有这种卡的农民工在打工地点的任何一家银行存入现金，都可在家乡享受优惠于银行汇率的提款手续费，之后优惠力度也进一步加大。

从明年的2月1日起，农民工银行卡取款手续费率将由原来的每笔1%下降到0.8%，每笔最高收费限额由50元降到20元。
不仅如此，各地政府也纷纷推出了针对本地农民工的更为优惠的专用银行卡。
播音A：
经中国人民银行批准，重庆推出全国首款针对农民工的五免一补专用银行卡，目前已发卡600万张，为20万农民工补贴汇款手续费约500万元。五免一补银行卡主要是免年费，小额账户管理费，自动取款机异地取款手续费，短信提示费和开卡工本费，同时补贴异地汇款手续费。
但是我们不知道全国有多少农民工知晓这些专用银行卡的存在，又有多少农民工在真正使用这些银行卡。此外我们更为关心的是，即便农民工拿着这样一张卡回到家乡，他们有足够便利的邮局、银行可以取款吗？如果农民工想拿着这样一张卡，在农村刷卡消费，又是否存在可能。也许农村金融体系亟待解决的并不仅仅是银行卡手续费这一件事。
银行卡在农村的使用当然远远比在城市里面要困难的多，在2012年的时候时任中国银联的总裁就曾经分析过这个银行卡市场在农村发展面临的困难，一个是总体的环境比较薄弱，再有一个适合农村地区的银行卡产品服务都比较单一。再有就是培育农村银行卡支付的习惯，它是一个长期的过程，怎么解决这些问题，接下来我们连线一位专家，社科院农村发展研究所的党国英研究员，党先生我看过您写的一片文章，您曾经讲过就是如果在全中国这个五六十万个行政村，平均不到200人，然后每一个自然村居民点平均人口不到400人，那怎么让这样的一个分散，然后又弱小的这么一个个村落，让它具有银行比如说POS机的使用，您觉得现实吗？
中国社会科学院 农村发展研究所研究员 党国英：
要在全国几十万个行政村都有这个POS机服务，这个倒不现实，但是在我们国家一些发达地区它就可以是一个现实的需要，也是一个现实的服务。按照我们了解，我们在发达地区已经有一定的数量POS机，还有提现款的ATM机，但是在中西部地区，欠发达地区这种服务确实很差，甚至一些乡镇级也没有这个POS机，就是我们这个商场没有POS服务，甚至没有ATM提款机。
那这对于这些刚才我们反复说这个从城市里面打工，然后带着现钱回家的农民工来说，明显是极大的不方便，这种不方便有可能在短时间内克服掉吗？
党国英：
短时间内要克服在中西部地区有些困难，但是如果我们的政府，我们的金融机构改变认识，增加服务的主动性，特别是把这个工作提到一个城乡基本公共服务均等化这样一个高度，我认为这个进程可能会加快。
这是一定要做的工作吗？
我认为是需要做的工作，当然这个因为人口的密度，经济发展的程度会有一定的差异，但是一些最基本的一些东西需要去做，比如说有这样几个方面的工作，就是比如说金融机构网点的布局可以加密，特别是。

要增加新的金融机构，比如说银行。

政府的投入要有设施的增加，比如说POS机，ATM机，能不能让我们的政府给一些POS机的费率的一些优惠，给ATM机的购买、装置提供一定的补贴，这样一些措施有利于增加农民。
