呼吁政策支持小微企业融资
政协委员钱世超则表示，上海中小微企业占比达到了95.6%，比例非常大。所以推进创新转型话题的时候，不得不把中小微企业放在一个重要的位置上。
钱世超说，2013年上海市政协无党派界别的委员和知识分子联谊会历时半年调查了很多企业，结果发现，政府对中小微企业财政支持往往是低效率。
比如，2011年9月开始，上海财政部门提出通过三个10亿的政策来为中小企业面临的资金总体偏紧输血，但调查显示，中小微企业了解这些政策并且受惠的只有35%。
此外，商业银行是为中小微企业提供融资服务的主力军，但因为中小微企业管理不规范，商业银行要控制风险，就没有任何积极性。
而民间金融已经成为上海小微企业，特别是小微企业重要的融资来源。“我们做了调查，目前中小微企业通过民间金融的渠道，获得贷款额度差不多在一千亿元。”钱世超说，整个中小微企业2012年的融资额差不多在一万亿元，通过民间金融渠道融资占了10%。
杨雄回应说，“民间金融如果对它支持这么大，政府是不是只要规范一下就可以了？如果再弄一个平台，符不符合市场规律。你们可以给我们一些建议。”
钱世超说，其中有一些具体问题，比如按照政策规定，小贷公司可以向不超过2家银行贷款，但实际上贷不了款。典当可以按1：1比例向银行贷款，上海比较大的东方典当行2012年在银行的融资达到最高融资额的60%，其他典当行根本没有。
钱世超由此建议，政府是否可以出台一些政策，使得商业银行和民间金融机构优势互补。比如联合贷款，或者小额贷款公司、典当企业承接融资业务，商业银行提供资金，获取正常的贷款利息，其余利息由典当企业或者小贷公司根据各自承担的风险来获取。
“你们调查很深入，回头把调查形成一份报告给我们。”杨雄说，搞活小微企业，是上海多年来一直想解决好的一个问题，解决这个问题还是要用市场。
李耀新在专题审议中表示，目前更加关注新行业里面和中小企业的结合，这个势头也非常明显。下一步将会和商委、国资委等一起，联手为中小企业搭好服务的平台。
