成立中小学代课教师组织
目前，上海市中小学实行定岗定编，各学科教师严格按照编制配备，中学教师平均工作量是每周14课时，小学教师平均每周16节课，这还不包括班主任、课外活动辅导及选修课等，大多数教师满负荷甚至超负荷运转已是工作常态。遇到突发事情，教师本人或家人生病，或是因公出差学习，找人代课便成了困难的事情。建议由各区教育管理部门牵头搭建平台，成立专门的“代课教师组织”，确保本区中小学教学正常进行。
