　　除了在宏观层面的改革不到位外，政协委员还认为，深圳具体的改革事项在落实中存在不到位的情况。

　　“比如，在法律顾问这个问题上，十八届三中全会规定普遍建立法律顾问制度，可是在深圳的政府部门中，法律顾问制度却很难落实。具体表现是，一些政府部门在预算中将法律顾问纳入其中，而有的政府部门却完全没有同类预算，让法律顾问制度成了无本之源。”市政协委员郑德刚说。
