山东省人大代表、青岛港集团常务副总裁成新农对记者表示，申办青岛自贸区，仅对港口来说就意味着一次全面升级。以前港口多是以物流为中心谋发展，但在自贸区环境下，港口经营将会变为贸易与物流一体化的发展。按照规划，今后青岛港集团的目标是建成物流、信息流、商流、资金流合一，具有区域资源配置能力的第四代世界物流强港。

与会专家认为，在省会城市群经济圈发展方面，规划、基础设施等工作可以通过省级层面的制度和资金投入实现融合发展，难的是人才、技术以及产业等的融合，这些既需要通过市场的无形力量来配置，也应通过政府的政策引导。
在发布会上，记者还了解到，山东省将设300亿元“一圈一带”投资基金。山东今年拟安排“两区一圈一带”建设专项资金58亿元，其中“一圈一带”建设专项资金有20亿元。同时，大力发展蓝黄“两区”海洋生物、石油装备等十个产业集群，加快建设海洋和高效生态特色产业园，提高“四区三园”和四大临港产业区集聚和承载能力。
