警方：仅5天可燃放
1月22日，记者从太原市公安局了解到，今年烟花爆竹允许燃放的时间为腊月廿三、腊月三十、正月初五、正月十五的7时至24时，正月初一全天。六城区除杏花岭区小返乡，万柏林区王封乡、化客头街办，小店区西温庄乡、刘家堡乡、北格镇，尖草坪区西乡、马头水乡、柏坂乡、阳曲镇，晋源区姚村镇、晋源街办、晋祠镇外，一律限制燃放烟花爆竹。各级党政机关、事业单位、社会团体、各类企业，一律禁止燃放烟花爆竹。党员干部要带头执行，倡导市民不放或少放烟花爆竹，选择电子爆竹、喜庆音乐、鲜花等安全、环保、低碳方式欢度佳节。
禁放烟花爆竹的地方主要有：文物保护单位；车站、飞机场等交通枢纽以及铁路线路安全保护区内；易燃易爆物品生产、储存单位；输变电设施安全保护区内；医疗机构、幼儿园、中小学校、敬老院；山林、草原等重点防火区；县级以上地方人民政府规定的禁止燃放烟花爆竹的其他地点。
对在禁放区域、禁放时间内燃放烟花爆竹的，根据《太原市禁止燃放烟花爆竹的规定》，公安机关对燃放单位处5000元以上两万元以下罚款，并对直接责任人、批准人，分别处500元以上1500元以下罚款，对燃放个人处200元以上500元以下罚款。在禁止燃放烟花爆竹的地点或者以危害公共安全和人身、财产安全的方式燃放烟花爆竹的，由公安部门责令停止燃放，处100元以上500元以下的罚款。另外，对未经许可举办焰火晚会以及其他大型焰火燃放活动，或者焰火晚会以及其他大型焰火燃放活动燃放作业单位和作业人员违反焰火燃放安全规程、燃放作业方案进行燃放作业的，由公安部门责令停止燃放，对责任单位处1万元以上5万元以下的罚款。
举办焰火晚会以及其他大型焰火燃放活动，主办单位应当按照分级管理的规定，向公安部门提出申请。申请焰火晚会应提交以下材料：举办焰火晚会以及其他大型焰火燃放活动的时间、地点、环境、活动性质、规模；燃放烟花爆竹的种类、规格、数量；燃放作业方案；燃放作业单位、作业人员符合行业标准规定条件的证明。焰火晚会的审批流程大约需要20天左右，对于符合申请条件的，公安机关将核发《焰火燃放许可证》。

安监：销售摊点减少5%

为保证太原市民能够过上一个欢乐、祥和的春节，太原市安监局对烟花爆竹临时销售点实行了严格管理。2014年春节期间烟花爆竹1月20日正式开始销售，今年全市共设烟花爆竹临时零售网点280个，在去年缩减43%的基础上又减少了5%，炮种大部分都是环保新品。同时，要求经营者使用统一规格并且具有防水、防腐、防潮、阻燃功能的专用销售帐篷，并对帐篷进行了改进，增加安全设施和器材。此外，篷围上还印制了网点编号及监督电话，对防爆灯、灭火器、警示标语的位置进行了统一，并划定了销售和存货区域，限定了存货数量。
该局相关负责人表示，为确保销售安全，该局将开展烟花爆竹销售旺季经营企业安全生产专项检查，按照“全覆盖、零容忍、严执法、重实效”的要求，采取“四不两直”(不发通知、不打招呼、不听汇报、不用接待和陪同，直奔基层、直插现场)、暗查暗访、突击检查和全面排查相结合的方式开展。如发现违法违规的情况，将依照相关规定联合公安、工商、质监、城管等部门共同处理。

环保局：燃放烟花爆竹污染空气
根据太原市空气质量自动监测系统显示，2013年太原市实施史上最严格的空气质量新标准后，2013年春节放假期间，太原市区环境空气质量良好以上天数为1天，轻度污染2天，中度污染1天，重度污染2天，严重污染1天，良好比率14.3%。太原市环境监测中心站工作人员介绍，大年初一受燃放烟花爆竹影响，空气质量达到6级严重污染水平，为春节长假7天中空气质量状况最差的一天。
“即使是在空气质量新标准实施前的2011年和2012年，太原市春节期间的空气质量状况也不容乐观，这与人们普遍燃放烟花爆竹有很大关系。”该工作人员表示。据统计，2012年1月23日(大年初一)，太原市区受燃放烟花爆竹等因素的影响，空气质量出现超标，数据显示为三级轻度污染天气，首要污染物为二氧化硫，污染指数为101；2011年2月2日至8日春节放假期间，太原市共出现了4个三级污染天，其余3天，空气污染指数虽然跨进了二级天的范围，但也都接近三级污染天气。
太原市环境监测中心站站长温彦平分析：“污染物出现峰值的时段与燃放烟花爆竹的时段有所重合，这说明燃放烟花爆竹对省城空气质量是有一定影响的。”而太原市环境空气自动监测系统的监测数据也显示，燃放烟花爆竹对空气质量的影响有如下特点：放炮对空气中可吸入颗粒物污染物的影响最大，二氧化硫污染物浓度也随燃放烟花爆竹出现明显上升；处于居民集中区的点位比非居民区点位环境空气质量变化幅度大；集中燃放烟花爆竹的时段数据上升幅度特别明显。
因此，从环境保护的角度看，燃放烟花爆竹不但会带来巨大的噪声污染，大量的固体废物，还对环境空气质量有十分明显的不利影响，会释放出大量的有害气体，会让人们遭受比平时更多的空气污染，比平时吸入肺中更多的PM10和PM2.5。

卫生部门：放炮最易伤及眼睛
记者从太原市卫生局了解到，根据统计，2012年春节期间，太原市经120急救接诊的因烟花爆竹炸伤的患者为10人，2013年则为1人。工作人员介绍，在燃放烟花爆竹引起的意外伤害中，眼睛是最容易被伤害到的部位。
山西省眼科医院急诊处的工作人员告诉记者，2012年春节期间，省眼科医院共接诊33名被炮炸伤而入院治疗的患者，其中，仅除夕夜到大年初一清晨就有15名患者就诊。伤者中有不少儿童，年龄最小的仅3岁。大多数孩子都是自己在燃放“滴滴金”等小型烟花时灼伤眼睛。2013年大年三十至正月初六，省眼科医院共接诊炮炸伤患者46人。仅正月十五一天就有13人。
省眼科医院急诊处工作人员提醒广大市民，市民在燃放鞭炮时，一旦眼睛被炸伤，千万不能用水冲，因为水容易与鞭炮中的化学物质产生反应，造成眼部酸碱烧伤，也不能用手揉眼睛，因为眼部伤口受压后可能会扩大。由于眼睛非常柔软，强烈的爆炸冲击常会对眼睛造成严重伤害，如果患者或家属在来医院之前对炸伤的眼睛进行了不当的处理，则更增加了治疗的难度。此时最应该做的事情，是尽快就近去医院请医生进行处理。如果眼睛未受到明显伤害，没有出现疼痛、流泪、异物感等症状，则将眼周围用清水冲洗干净即可。

环卫局：春节炮屑数量惊人
“市民放炮时非常高兴，但辛苦的却是环卫工。在每年春节期间，尤其是腊月二十三、除夕、正月初一、正月初五、正月十五，环卫工每天都要在凌晨两点出门，保证第二天街道的整洁。”太原市环卫局的一位负责人说。
过年期间燃放烟花爆竹，图的就是喜庆，可为了保证市容整洁，环卫工的工作量大大增加。“每年从腊月二十三开始，我们的普扫时间就提前了，不然7点前根本干不完活。”环卫工王师傅说。在除夕夜，他和同事们最多清理过3车炮屑，回到家躺到床上累得一动也不想动。
“我们的环卫工每年春节都是这样过的，没办法，这是我们的工作。”太原市环卫局一位负责人介绍，每年环卫工都能清理1000吨以上的炮屑，有几年炮屑的数量还达到了1200吨。该负责人表示，今年自入冬以来，太原几乎没有有效降水，干燥的气候很容易使炮屑发生燃烧，甚至引发火灾，希望大家尽量少燃放烟花爆竹，共同维护好我们的环境。
