冬种时大片耕地闲置 可怜地块种啥啥喊渴
记者沿着地块一路南行，在经过的上千亩田地上，只发现了30亩左右的小麦，大片大片的地块几乎都是光秃秃地闲置着。
“我们这儿非常适合种小麦，冬种夏收，再种玉米、花生，一年两茬，地不闲着。可小麦吃水多，村民现在是守着水管没水浇地，谁还敢种啊？”一位年长的村民告诉记者，如今没水浇地，也就不敢再种了。一年到头想吃面就得买。
“这一片地块200多亩，麦地还不到6亩，大部分地冬天都这样荒着。全村2000多亩地也就种了五六十亩。”这位村民指着一块麦地说，小麦到这个时候应该浇两遍防冻水，保证它安全过冬，可现在地里的小麦却已经有不行的了。他拨开一把麦苗让记者看，“你看这样的苗，尖上干黄但根是青的，就能活。如果连根都干巴了，是绝对活不了的。”记者同时看到，麦田表面已随处可见干旱的裂纹。
“不只是小麦受损失，就连种的其他庄稼也减产，种啥都离不了水啊！”另一位路过的村民忙“诉苦”。
邻村管道正常通水 小寨管道不通水“卡”在哪儿
与小寨村仅一条小道之隔，是邻村孩儿屯的耕地。记者看到，那里的田间水管阀门开关、接管套件等配件齐全，管口处的地表有明显的过水痕迹。水管不远处，还建有一个“节水灌溉智能控制柜”。
“看看人家这儿的配套设施多齐全，我们村的新设施连个机井房都没有。”小寨村的村民无比羡慕地说，“孩儿屯的许多村民已经种上了药材，那比小麦还金贵，就等着数钱了。”
小寨村的农田水究竟“卡”在了哪儿呢？范各庄镇政府主管农业的一位负责人介绍说，当年他们在小寨村的此项工程已经完结，并已通过验收。按照工程设计规划，他们只负责农田水利设施中机泵、管带的建设施工，包括按照耕地面积以及已有机井数量的实际情况，负责打井、铺设管线，验收后的设施管理、零件维修等均由村里负责。而配套设施的电力部分，则由电力部门负责。
记者随后联系到小寨村书记，他告诉记者，2012年的这项农田水利工程，是由国家投资建设的，村里在工程建设中只负责组织引导，提供情况。至于验收后出现的问题，还需要由政府相关部门解决。村书记坚称，村里已经找人修好了村民反映的机井问题，现在能出水了。很多村民嫌种小麦用水用电的成本太高，所以不愿种，今年我们村的冬小麦种了100多亩。现在地里没种什么，等春季种上玉米、花生，再有什么问题我们会随时解决。
