习近平表示，很高兴在中越建交64周年、两国人民共迎新春佳节之际与阮富仲总书记通话。习近平指出，中越建交64年来，两国传统友好合作关系不断得到巩固和发展。去年以来，在双方共同努力下，中越两党两国关系取得一系列新进展。我为此深感欣慰。
习近平指出，越南是中国周边重要社会主义邻邦。中越都坚持共产党领导，政治制度相同、理想信念相通、发展道路相近。中国党和政府一贯高度重视发展中越关系，愿坚持“十六字”方针和“四好”精神，同越方加强团结、交流、合作，实现共同发展繁荣。习近平对发展中越关系提出6点建议。一是保持高层交往；二是深化治国理政经验交流；三是加强统筹协调；四是构建互利共赢格局；五是夯实中越友好民意基础；六是坚持通过双边谈判和友好协商妥善处理分歧，维护南海局势稳定，推动中越关系稳步向前发展。
习近平向阮富仲介绍了中共十八届三中全会精神。他指出，不久前，我们召开十八届三中全会，作出全面深化改革总体部署，确定了完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的改革总目标。相信随着改革不断深化，中国各项事业发展将更加稳健，也将为中越关系深入发展带来更多机遇。
