业内分析人士指出，虽然目前三大运营商已经获得TD-LTE网络，但因4G还处于初期的建设阶段，难以支撑规模化的发展，目前在一线城市中还很难做到像3G网络一样的全面覆盖。而随着中国联通网络的全面升级，42M网络已经拥有了与4G相近的实力。与此同时，由于4G时代语音通话与3G时代不同，在相当长一段时间内，联通42M网络将提供有效补充，从而形成独有的差异化市场优势。
中国电信多元布局
相比中国联通的正面对抗，中国电信则采取了迂回战术。
首先在终端上给予支持。本月21日，中国电信启动了首次4G终端招标，将集中采购30万部数据类终端，要求必须支持TD-LTE制式，将在今年一季度批量上市。据了解，中国电信此次招标的数据类终端，包括数据卡、MiFi（便携式无线上网热点）、CPE（WiFi信号接收器）三类。
看似要求支持TD-LTE，其实也是为了日后FDD牌照发放后做提前准备，因为中国电信的终端在这几年发展规模虽不如中国移动，但渗透率却是排在三大运营商之首。
中国电信披露的数据显示，其移动用户在整体市场中的占比已经提升到了15.1%，3G用户渗透率达到55.2%，位列三大运营商之首，用户的规模化发展，无疑为4G的发展带来机遇。
在刚刚结束的2014年中国电信CDMA终端产业链年会上，中国电信确定2014年实现天翼终端销量1亿部，其中4G终端3600万部。中国电信董事长王晓初在分析中国电信的用户结构时特别提到，“4G在中国电信3G用户群中最容易被接受”。
业界普遍认为，当3G用户渗透率达到40%以后，是发展4G的最佳时机，而目前中国电信3G用户比例明显超过这一标准。超亿的3G用户数已占据天翼用户数的半壁江山，3G渗透率超55%，这是中国电信发展4G的良好基础。另一方面，这也将对中移动形成巨大威胁。
此外，应用是移动互联的核心，如果只有网络没有应用，运营商势必会沦为管道。中国电信应对中国移动在4G时代的挑战，在应用上正在突破。
去年11月，中国电信发布“天翼手机钱包”。移动支付，是当下移动互联行业最热的应用，在腾讯和阿里巴巴的支付宝钱包、微信支付大战之外，中国电信也打起了手机钱包的主意，试图借助运营商的资源优势，建立起自己的竞争制高点，而为了对抗中国移动4G上的抢跑和中国移动的用户基数优势，中国电信试图在新应用上开辟新战场。
业内普遍分析认为，中国电信和中国联通不想大做TD-LTE，他们可以接受FDD/TDD LTE融合组网，但迟迟不发FDD LTE牌照，对他们来说基本等于没发4G牌照。据消息人士向腾讯科技透露，FDD LTE牌照有望在今年5.17电信日左右发放，届时将中国联通、中国电信和中国移动将重回起跑线上。
