一、高度重视防控工作，加强监测与信息报告
冬春季节是流感高发季节，加上春节临近，出入境人员较多，各局要高度重视，密切关注人感染H7N9禽流感疫情动态，加强口岸疫情监测，密切保持与卫生计生部门的沟通联系，多渠道、多途径收集疫情信息。口岸发现疑似病例时，各局应当在1小时内向总局报告，并向当地政府通报。
二、加强口岸防控措施，落实责任到岗到人

三、加强疫情信息宣传，开展教育和咨询服务
在出入境口岸查验场所、候车、候船、候机厅(室)和国际旅行卫生保健中心利用宣传栏、橱窗、电子显示屏或发放宣传册等多种形式进行人感染H7N9禽流感的防治知识宣传，告知出入境旅客有关疫情信息。现场开展防治知识的讲解和咨询服务，增强出入境人员主动申报意识和科学防病意识。
四、强化联防联控机制，落实部门间的沟通合作
做好应急值守，加强联防联控，与当地医疗卫生、口岸管理、海关、边检、民航、交通、铁路等部门密切沟通合作，确保部门间疫情通报渠道畅通，完善疑似病例的移交、诊治流程，确定检测实验室、移交病例的指定医院和密切接触者的隔离留验场所正常运行。与相关国家地区及港澳台有合作协议的，要加强沟通，及时将出境的可疑病例情况通报对方。
五、做好应急防控准备，储备实验室检测技术
