广东警方大规模扫毒之后，从治理村容脏乱差，到引导村民生计、安抚人心，再到防范毒情死灰复燃，外界眼中的中国“制毒第一村”要走出毒品阴影仍面临着重重难题，当地政府正引导其回归正道。
临近马年春节，中新社记者从广州驱车近300公里进村实地探访，试图直击“制毒第一村”的真实面貌。
博社村氛围依然紧张 村内外禁毒横幅密布
“打一场禁毒人民战争！”、“铲除毒品祸害”……从进入博社村前的近5公里路开始，禁毒标语横幅挂满公路两边、密集出现，几乎达“百米一横幅”的密度；距离村落越近，记者的心情愈发忐忑。在此前有媒体报道称，博社村封闭、排外、民风彪悍，警方还曾透露当地村民藏有仿制枪支，甚至有AK47等武器。
踏入博社村后，记者最大的感受是，村内电线缠绕无序，垃圾随处堆放，电线杆上贴满了各种禁毒宣传条幅，与其形成强烈对比是，在一条穿过村庄的巷子两边，四五层高的别墅豪宅林立，外墙装饰材料极为豪华，并用铁栏围了起来，一些豪宅还装着监控器。
陆丰本是广东经济较为落后的县级市，博社村这种豪宅密集现象实际上在当地农村相当少见。博社村容的脏乱不堪，背后恰是这座毒品肆虐下农村基层治理失控的真实写照。
虽然距警方大规模抓捕制毒者已过去3周时间，但博社村依然笼罩在紧张的氛围中。按照广东警方说法，博社村民都姓“蔡”，有着共同的老祖宗，村里两成家庭直接或间接参与制贩毒，形成“家族式运作、产业化经营、地方性防护”局面，他们在血缘的基础达成了“利益联盟”。
即使记者以当地方言开展采访，但一提及制毒，大多村民不是避而不答，就是说并不清楚，不少村民还投来了十分警惕甚至敌视的眼光。走在村内，时不时有20岁出头、染发的年轻人成群地骑着摩托车从身边呼啸而过，速度之快令人不安。
当地也有村民对记者表现出友好，甚至招呼记者：“天气冷了，一起喝杯热茶吧。”
原本默默无闻的粤东村落因制毒一夜之间成名，这令一些在外求学、经商等守法村民感到脸面无光。在广州读大学的一名博社村女大学生放寒假回到了村里，她告诉记者：最早从网上看到了警察进村扫毒的消息，过程惊心动魄，但她觉得这是早晚的事情。她坦言，担心春节后返校时有同学问起，这会让她很尴尬。
村民传言制毒村官家财过亿
警方扫毒后，当地政府迅速重建博社村委，并在村内的甲西镇中心小学附近新开辟了办公场所，结束村委无办公场所的历史。记者来到博社村委所在地时，见到多辆警车停放着在小学广场上，村委工作组人员表示，近期正在给各家各户上门牌。
据广东警方查明，原博社村村委书记蔡东家长期主导村里的制毒产业，多名地方警察充当了保护伞，在强大的宗族黑恶势力干预下，农村自治组织形同虚设。
在博社村委工地上干活的邻村村民李先生说，蔡东家带头制毒的事情早在邻近十里八乡就已经传开，传说他多年制毒发家累积的钱财过亿元，但此人行踪十分神秘，虽然自己在博社村做水泥工已经一两年，但从来没见过他。
李先生告诉记者，博社村确实很多人参与了制毒，鱼塘边、旧屋、荔枝林等都可能是制毒窝点，但并非所有人想制毒就会有机会，提炼冰毒的技术在关系紧密的家庭之间传播。
李先生称，博社村春节后几乎没有人家要新盖楼房，这与制毒产业被打掉有关，若按照之前情形，冰毒继续做下去，豪宅还会继续不断涌现。
他认为，有些村民并无固定工作，也没有经商，却突然间盖起了大楼，很明显建楼的资金是制毒所得；另外，工人到博社村帮忙盖楼的日薪要比其他地方要高出数十元。
李先生还表示，涉毒村民虽然非常有钱，但外界传言有人把整箱百元人民币焚烧祭祖，他说“这是子虚乌有之事，焚烧的可能是冥币”。多名村民也都表示“真钞祭祖”几无可能。
高档烟酒老板抡起椅子欲打记者
在博社村，当地制毒产业还带旺了消费市场。村内寄车场、高档烟酒店、网吧、海鲜大排档、糖水店等应有尽有，奥迪、宝马、雷克萨斯等豪车不在少数，远非一般普通村落可比。
博社村“五保户”蔡奇祝告诉记者，有村民穷到叮当响，生活十分艰难，耕作收成无几，外出打工也赚钱不多，有些人抵制不住金钱的诱惑便走上了邪路，如今村田地大多都荒芜，没人愿意种田种菜。
扫毒之后，村内不少商店生意一落千丈，门庭冷落。一名杂货店女店主说，以前店里每天入账达七八千元，尤其酒水销售很旺，现在每天入账不足千元，不过她觉得警方扫毒让村民生活回归正常，“至于钱，有生意就赚多点，没生意就少赚点，够花就可以了”。
一名售卖高档烟酒的中年村民声称现在生意很差，对记者来访也十分反感。由于不满记者同事的拍摄，他破口大骂，甚至抡起椅子准备打人，凶狠的表情十分吓人。
防止毒情死灰复燃 回归正常生活是当务之急
制毒产业受到警方重创后的博社村表面上虽然趋于平静，但地底下其实仍然暗流涌动。记者了解到，由于博社村多年的制毒污水直接排入水沟，制毒原料废渣随处乱倒，污染了农田水利，加上当地本身地理位置不佳，耕作难以持续；外界担心当地村民会否“因贫返毒”。
博社村毒情死灰复燃并非无先例。实际上，陆丰涉毒问题由来已久，博社村曾作为重点扫毒对象，曾经在1999年和2011年两次被严打过，只是时隔两年之后竟然形成了更大的制贩毒规模。
显而易见，博社村在经历大规模扫毒后，严防毒情死灰复燃，回归正常生活是当务之急。
而当地政府一再表态，要彻底解决毒品问题，整治村容村貌，千方百计引进项目，引领村民回归正道。
记者注意到，在博社村广场，工人们正在修建池塘、挖掘沟渠，试图改善环境，但一些水沟依然发黑发臭，道路泥泞脏乱不堪，各种化学垃圾随处可见，制毒遗留痕迹明显，村前不远处更是大片农田荒芜无人耕。
受制毒耗费大量电力影响，此前断电成为博社村民的家常便饭，每天夜里，村内柴油机声音轰鸣。一名开三轮车的村民对记者说，快过年了，盼望供电问题能够尽快解决。
下午四五点时分，博社村露天菜市场人流涌动，熙熙攘攘，年逾70岁的蔡大爷和他的儿子正在卖鱼，蔡大爷说，“制毒是不会有希望的，做邪事的人，夜里狗吠一声都怕；守法做正当买卖，一夜安心睡。”
夜幕降临时分，准备离开博社村时，记者遇到了甲西镇中心小学教师蔡晓升，他说，学校向来很重视对小学生的禁毒教育，此次少数学生的家长涉案，以后会重点关注这些学生，身为教师，有责任引导学生树立正确的价值观、远离毒品，“根本的出路，要让教育改变博社村”。(完)
