  新华网社广州1月27日新媒体专电(“中国网事”记者毛一竹)近日,广州市首批2000多套公租房迎来市民踩点。其中,位于天河区珠吉村安厦花园D-2栋的“三室一厅”户型在市民中引发不少争议,这类户型的房屋建筑面积49.26平方米、使用面积39.4平方米,最小的一间不到4平方米,遭到一些市民吐槽:“只能摆下一张床。”


  记者在安厦花园看到,“三室一厅”样板房最小的一个房间约在2米×1.78米左右,一个一米七五的成年人伸展双臂后触不到墙;其余房间在6到8平方米左右;厨房被分割成灶间、洗菜两部分;采光通风良好。


  采访中,陆续有踩点的市民抱怨:“能做饭不能洗碗”“摆得下床摆不了柜”“房间面积太小了,感觉很没尊严”……但也有部分市民认为,虽然房间设计紧凑,但是比较实用,最小的房间可以留给孩子住。


  “小是一定的,毕竟只是保障房嘛。”现租住在广州芳村的市民刘胜红说:“这里比我现在住的地方要便宜好几百块,房子采光好,出门有公交,还算经济实惠。”


  为何公租房要设计“三室一厅”的“袖珍”户型?广州市住房保障办的工作人员介绍,安厦花园设计于2009年,2010年前后开工建设。广州执行当时的国家标准,廉租房都按“50平方米以下”的面积进行建设。由于当年进行社会调查时,一些群众反映,“一家三代”同住人口较多,希望在一套房内多设计几个房间。


  该工作人员说:“‘三室一厅’的户型设计就是为了满足这样的需求,比如小孩子长大了,不愿意和大人一起住了,希望有独立的私密空间,小房间可以像学生宿舍那样摆家具,上面是单人床,下面是书桌。”


  据广州市住房保障办介绍,安厦花园的首批公租房房源共有1500多套,一室一厅600套,两室一厅700多套,三室一厅200多套,仅占15%左右。


  保障房究竟应该建多大?又该如何设计?事实上,社会上一直对此争议不断。经济学家茅于轼就曾提出过“经适房可以没有私人厕所”,用公共厕所节省更多空间,给困难人群解决住房,引起轩然大波,在有些人看来,没有私人厕所的设计符合市场原理,而在另外一些人看来,没有私人厕所,对人性是一种挑战甚至侮辱。两种观点的立场似乎完全不在同一个层面。


  一些专家告诉记者,在国家标准出台前,曾出现过一些“骗购”保障房的行为,原因之一就是保障房面积多达80平方米至100多平方米,特别适合转为商品房流通,利益空间巨大。“像这种40多平方米的小户型不会有太多的利益空间可供攫取。”


  一些专家认为,公租房作为保障房的一种,注重的是保障功能,不应与商品房看齐。“保障房是纳税人的钱建的,用来保障需求最迫切的群体。”陈琳说,在香港、新加坡等地,保障房的面积标准都很严格。譬如,香港的“公屋”20平方米、30平方米的十分常见,最大的70平方米,但住的是7口之家。设计理念是私人空间小,公共空间大,有交通接驳,满足生活基本需求。


  但与广州相比,香港更注重房屋的灵活布局,值得借鉴。陈琳告诉记者,香港的保障房虽小,却是“螺蛳壳里做道场”,客厅和卧室之间没有墙,而是用活动屏风,按照市民自己的意愿随意间隔。陈琳建议,广州下一步也可尝试在狭小户型采用推拉门、活动屏风,压缩客厅面积,扩大卧室面积。


  广州市政协委员韩志鹏认为,保障房的户型设计要“多听听群众的意见”。如果争议是围绕户型图而不是建好的房子展开,对政府来说工作会更加主动一些,以减少事后“强加于人”的感觉。(完)
