经查，王世坤在担任省渔业船舶检验局局长期间，利用职务上的便利，为他人谋取利益，在渔业船舶检验过程中，多次收受他人贿赂。今年1月18日，王世坤伙同省海洋与渔业厅的黄文辉、王务新、陈冬武等人，利用职务便利和手中权力，吃拿卡要，公然向企业索要安排宴请和奢靡娱乐活动。
王世坤的上述行为构成严重违纪违法，并已涉嫌犯罪。依据《中国共产党纪律处分条例》、《行政机关公务员处分条例》等党纪政纪的有关规定，省纪委决定报请省委批准，给予王世坤开除党籍处分，取消其退休待遇。王世坤涉嫌受贿违法犯罪问题由司法机关依法查处。

黄文辉的上述行为构成严重违纪违法，并已涉嫌犯罪。依据《中国共产党纪律处分条例》、《行政机关公务员处分条例》的有关规定，省纪委、省监察厅分别给予黄文辉开除党籍、行政开除处分。黄文辉涉嫌受贿违法犯罪问题由司法机关依法查处。
