　　国务院扶贫开发领导小组办公室副主任王国良表示，现在全国贫困人口数量是通过农村住户抽样调查推算的，这个数据对于研究贫困人口规模、分析贫困发展趋势，是比较科学的。但是，在具体工作中还存在“谁是贫困人口”、“致贫原因何在”、“如何针对这些致贫原因进行帮扶”、“帮扶效果如何”的问题。

　　“由于全国没有建立统一的扶贫信息系统，因此对于具体的贫困人口、贫困户帮扶工作还存在一些盲点，下一步要实施精准扶贫、科学扶贫。”王国良表示。

　　据了解，今后我国将从三方面推进精准扶贫。精准识别，包括群众评议、入户调查、公告公示、抽查检验、信息录入完成，将制定一个贫困人口识别的办法；精准帮扶，针对贫困人口情况进行定责任人和帮扶的措施；精准管理，建立起贫困户的信息网络系统，进行动态管理，实现扶贫对象有进有出，扶贫信息真实、可靠。

　　“目前，具体的识别办法我们正在研究。今年要完成全国贫困户的建档立卡工作，切实解决扶贫工作存在的‘漫灌’问题，改‘漫灌’为‘滴灌’。”王国良说。
