工信部官方网站信息显示，今日正式向8家民营企业发放了第二批移动通信转售业务试点批文。获得第二批试点批文的企业有：深圳市爱施德股份有限公司、厦门三五互联科技股份有限公司、苏州蜗牛数字科技股份有限公司、北京国美电器有限公司、苏宁云商集团股份有限公司、中期集团有限公司、长江时代通信股份有限公司、远特(北京)通信技术有限公司。

2013年12月26日，工信部发放首批虚拟运营牌照，天音通信、浙江连连科技、乐语、华翔联信、京东、北纬通信、万网志成、迪信通、分享在线网络技术、话机世界数码连锁集团、巴士在线控股有限公司在列。
