　　监管电话开通一周“忙音”了

　　1月7日，市政府办公厅发布了《北京市便民服务和应急抢险电话管理办法》，并开通了65192666监督投诉电话。该消息在媒体上刊登后，当晚8时，市民唐先生为了体验，尝试拨打65192666，电话顺利接通。一周后，唐先生真的有问题想向这部监管电话反映时，电话那端却屡次传来忙音。

　　唐先生称，此前他曾向劳动局热线电话投诉过一起劳务纠纷，因为对方迟迟没有给出回复，所以想向这个监管电话投诉，“连着打了三天都是忙音状态”。他实在不知道还能向哪里反映问题。

　　1月23日中午，记者拨打65192666，很快便显示接通，但接通后，电话那端始终传来“嘟嘟”的忙音，没有任何人接听，随后记者挂断了电话。因担心中午并非工作时间，记者在下午和晚上又多次尝试，电话仍然处于接通后忙音状态。今天上午，记者再次拨打，情况仍是如此。

　　其他热线最多等6分钟

　　23日，记者拨打了各个区县公布出来的热线电话，发现都有人进行接听，并且等待时间不长。

　　随后，记者又拨打一些全市范围的便民热线，就屡次出现忙线问题。

　　如下午2点至4点期间，记者多次拨打北京市消协咨询投诉电话96315，电话始终处于忙线中，只能按照提示音多次按键等待，足足等了6分钟才成功接入。

　　同样，记者尝试拨打北京市人力资源和社会保障局热线电话12333，也始终处于忙线中。直至晚10点后，记者再次拨打，对方依旧繁忙，最终等了近5分钟，才成功接通。

　　北京城管热线、公交热线、市政交通一卡通咨询热线等多个热线电话也均有经常处于忙线、不容易接听的问题。

　　今早8时，记者再次尝试拨打这些电话，相较于此前，并未等待太长时间，均能顺利接通。

　　各便民热线体验情况

　　能顺利接通的：西城区政府热线、朝阳区政府热线、通州区政府热线、海淀区政府热线、丰台区政府热线、石景山区政府热线、北京旅游服务热线、卫生监督举报电话、市场价格举报电话、安全生产投诉电话、北京市供热服务热线、北京市规划委电话、北京市住建委电话等。

　　等待时间过长：北京市消协电话、北京市人力资源和社会保障局热线、北京城管热线、公交热线、市政交通一卡通咨询热线、北京市环保投诉热线等。

　　针对65192666总是打不通的问题，今天上午，《法制晚报》记者从设立该电话的市非紧急救助服务中心了解到，电话一直处于正常的工作状态。之所以出现打不通的情况是因为，与便民热线12345拥有诸多接听座席不同，这个监督投诉电话只有一条线路，因此有可能出现电话“塞车”的情况。

　　该中心的工作人员建议，市民可以选择非高峰时段拨打或者多试拨几次。同时，这个监督投诉电话为全年无休的全天候受理座席，公众也可以在节假日拨打。
