  新华网合肥1月29日电 (记者 鲍晓菁)记者从安徽省发改委获悉,《安徽省人民政府办公厅关于巩固完善县级公立医院综合改革的意见》日前发布。此次改革意见对县级公立医院改革中的政府责任、医院管理、医疗水平这三方面提出全新要求。其中,县级财政部门负责向县级医院委派总会计师、院长年薪制等意见成为关注热点。


  据安徽省发改委医改办相关负责人介绍,《意见》提出要落实政府办医责任,保障县级公立医院平稳运行,在健全运行补偿机制、完善政府投入政策的同时,还要理顺医疗服务价格、规范药品耗材器械采购。意见规定,2014年4月1日起,县级医院药品、耗材、医疗器械采购纳入全省公立医疗机构采购范围,执行全省公立医疗机构药品、耗材、医疗器械省集中招标采购结果。其中县级医院基本用药执行《全省公立医疗机构基本用药目录》,统一调整为1118种,基本用药采购金额占每月总采购金额的比例不得低于80%,基本用药目录外药品,由县级医院和药品供应商按规定在省药品集中采购平台网上采购。而针对长期以来的公立医院负债问题,安徽省规定县级财政部门会同相关业务部门进行审计认定,纳入统计政府性债务统一管理。


  此次《意见》在医院的内部管理上也提出了具体改革措施。如:全面实施岗位管理制度,即在核定编制内,新进人员有卫生、人社部门审核备案后实行聘用制,充分落实县级医院用人自主权。而在收入分配制度改革上,安徽省将在县级医院全面实施岗位绩效工资制度,还将落实院长年薪制,根据县医管会每年对县级医院考核结果确定,院长年薪原则上不超过医院职工年平均收入的4倍。为构建现代医院管理制度,安徽省还将探索建立县级医院总会计师制度,县级财政部门负责向县级医院委派总会计师,在院长领导下,负责组织领导预算、财务、成本管理、会计核算、监督等方面工作。
