这一制度的设立，意在加强对深圳前海深港现代服务业合作区、广州南沙新区、珠海横琴(下称“深圳前海”、“广州南沙”、“珠海横琴”)开发建设的指导、协调和服务。
此前，由国家发改委牵头的前海建设部际联席会议是前海的特别机制设计，也是前海最高权力机构，是在国务院领导下统筹前海开发开放的国家平台，目前已经在北京召开过两次。三个平台统一联席会议建立后，前海部际联席会议同时撤销。
至此，前海、南沙、横琴将在统一的部际联席会议平台统筹下进行开发开放。有评论称，这一制度设计也是在为粤港澳自贸区获批铺路。
全国两会之后召开
原先的前海建设部际联席会议由国家发改委牵头，办公室设在发改委地区协调司，成员单位包括香港特区政府、广东省政府、深圳市政府以及24个部委、国务院法制办、统计局有关负责人共同参与。
前海南沙横琴联席会议的主要职责是统筹协调深圳前海、广州南沙、珠海横琴建设工作，从成员组成来看，扩大后的联席会议成员单位增加了中医药局、广州市人民政府、珠海市人民政府、澳门特别行政区政府等12个。
联席会议根据工作需要定期或不定期召开会议，由召集人或副召集人主持，可以专门讨论深圳前海、广州南沙、珠海横琴中仅涉及一地的重大事项，也可以同时讨论涉及两地或三地的重大事项。可根据会议议题，召开全体或部分成员会议，也可邀请其他部门参加会议。
横琴新区党委副书记、管委会主任牛敬昨日对《第一财经日报》记者表示，横琴新区管委会与发改委一直都有沟通成立广东前海南沙横琴建设部际联席会议制度，这项制度亦是国家发改委根据当前形势变化所形成的新机制。
牛敬认为，前海、南沙、横琴这三个粤港澳合作平台，所涉及到的问题、部门以及创新均存在相似之处，成立联席会议制度能够使得基层的一些诉求与国家的相关支持能够很好地对接。“这是一项非常好的机制，我们会用好这个机制，加快横琴的开发建设。”牛敬说。
牛敬告诉本报记者，广东前海南沙横琴建设部际联席会议制度是在这几个平台与发改委的互动中产生的。他认为，加大粤港澳合作平台的开发建设过程中，很多的创新和实践需要国家相关部委给予支持。“原来一件事情需要去找各个部委，有这样的一个机制以后，能够集中各部委的时间，三大平台都能够研究一些具体的实施措施，效率得到提高。”
一名知情人士对《第一财经日报》说，合并后的前海南沙横琴部际联席会议将在2014年全国两会之后召开。前海已经在跨境人民币、证券、保险等多个领域梳理上报了25条金融创新政策，力争在这次联席会议上落实一批政策。
这些政策集中在推动区内注册的私募股权投资QDLP(合格境内有限合伙人)、RQDLP(合格私募人民币基金境内证券投资业务)试点，为前海注册的基金公司、资管公司和基金子公司争取QFII2(合格境外个人投资者)、QDII(合格境内机构投资者)、RQFII2(合格境外人民币个人投资者)额度；探索在前海的银行和企业试点分账管理，实行在岸离岸“两本账”管理，并实现两本账户之间的有限互通等。
铺路粤港澳自贸区？
一个月以前，广东省人民政府金融工作办公室主任刘文通在第七届亚洲金融论坛第一财经(香港)金融峰会上表示，广东正在申请以粤港澳合作为主题的自由贸易区，希望能尽快获批。其中，人民币跨境使用和构造离岸及在岸人民币中心是重要内容。
在上述扩大的联席会议制度公布的前一天，国家发改委称，在总结上海自由贸易试验区试点经验的基础上，支持在具备条件的地区发展自由贸易园(港)区。外界认为，联席会议制度与粤港澳自贸区或存有关联。
前海管理局局长张备昨日也对《第一财经日报》表示，前海、南沙、横琴各自定位不同，可以形成区域特色互补，共同推进粤港澳合作。
不过，牛敬否认了这样的关联。他称，广东前海南沙横琴建设部际联席会议制度与粤港澳自贸区建设没有直接的关系，并非为三地整合粤港澳自贸区铺路。“这项制度其实早就开始研究了，就像前海说它的部际会议在自贸区概念产生之前就已经存在。”
部际联席会议：地方治理试验？
此前，作为前海的最高权力机构，前海建设部际联席会议在北京召开过两次闭门会议，第一次是在2011年9月27日，第二次是2013年2月21日。
很多涉及前海开发的重大决策和政策都在前两次前海建设部际联席会议上进行了讨论。
2011年9月27日召开的第一次会议中，财政部、税务总局代表在会上透露，已明确发文落实《前海总体发展规划》中三项财税政策，时任广东省副省长朱小丹在会上公布了广东省支持前海发展的具体措施。
第二次前海建设部际联席会议在第一次会议举行了一年半后召开，间隔时间较长。而第二次会议的主要议题就是落实2012年6月27日国务院批复前海的22条先行先试政策。
当时，22条政策中已经落实和基本落实了12项，第二次部际联席会议召开后，有8条政策快速落地，部际联席会议对于相关政策落地起到推动作用。
