陕南自然灾害频发，数百万人需要通过搬迁避灾脱贫。在云盖寺镇花园小区，居民们正喜迎搬迁后的第一个春节。李克强走进陈永金家，看到取暖、上下水、有线电视等设施一应俱全，他十分欣慰。闻讯赶来的群众争相向总理表达搬进新居、改善生活的喜悦，李克强说，家是每个中国人的“根”，家安国可安。希望你们在新的家乡，把日子过得万马奔腾。他还来到位于小区的美云秦绣公司，看到一些搬迁居民正在接受刺绣培训，李克强鼓励她们掌握就业技能，用勤劳双手“经纬自己的美好人生、编织社会的美好未来”。
考察途中，李克强还临时停车，走进街边邮储银行网点，勉励工作人员为群众提供更好服务。
节前的小河镇集市，熙熙攘攘。李克强不时驻足，拿起摊上的大红福字、鲜嫩青菜等，同群众开心交谈。询问去年收入怎么样，年货备齐没有。一位摊主请总理品尝水果和糖，李克强掏钱给他，风趣地说，那我要给你钱，糖果很甜，祝福大家过一个“甜年”。他嘱咐要丰富市场供应，确保食品安全。
在民营顺丰速运公司，快递员正在忙碌分拣“年货”等包裹，李克强称赞他们为千家万户传递快乐。他还接过小仪器，应邀体验“快递员”下单发货的工作。他说，快递业是新业态的“黑马”，带动大量就业。企业要争创一流，政府也要为不同所有制企业创造公平竞争环境。在比亚迪汽车公司，李克强了解新能源汽车研发情况。他说，新能源汽车包括公交车可以减少排放，要积极推广，政府要带头采购，这也是向社会展示我们坚决应战环境污染的决心。
李克强来到中航工业第一飞机设计研究院，看望专家和工程技术人员，详细了解航空工业研发和飞行测试系统情况，希望广大科技人员有使中国装备走向世界的意志，体现中华民族的智慧和勇气。他说，关键技术和装备，对经济提质增效升级具有“脊梁”支撑作用，要通过创新驱动，使中国装备向高端跃升、到全球市场竞技。临走，他又特意叮嘱大家既要奉献国家，也要顾好“小家”。
李克强充分肯定陕西经济社会发展的成就，希望在新一轮西部大开发中发挥战略支撑作用，在西部科学发展中当好新引擎。
