场馆内公共体育场地和设施一年要至少开放330天
京华时报讯 (记者赵鹏)昨天，财政部和国家体育总局出台“关于推进大型体育场馆免费低收费开放的通知”，明确要确保体育部门所属大型体育场馆在今年2月1日前全面向社会免费、低收费开放。
通知要求，开放范围为体育部门所属大型体育场馆，即座位数20000个(含20000个)以上的体育场、座位数3000个(含3000个)以上的体育馆、座位数1500个(含1500个)以上的游泳馆(跳水馆)，以及区域内的公共体育场地和设施。
大型体育场馆和区域内的公共体育场地和设施应免费、低收费向社会开放。每周开放时间不少于35小时，全年开放时间不少于330天。公休日、法定节假日、学校寒暑假期间等，每天开放时间不少于8小时。
大型体育场馆所属户外公共区域及户外健身器材应全年免费开放，每天开放时间不少于12小时。
大型体育场馆对学生、老年人、残疾人等应免费、低收费开放。
大型体育场馆在全民健身日应全面免费向社会开放。
为保障政策落实，各地体育、财政部门要将此项工作纳入体育发展总体规划，纳入本级财政预算。各地财政部门应根据大型体育场馆运营管理的实际情况，合理安排必要的补助资金，支持其日常运行和大型维修、设备购置等，所需经费列入本级财政预算。中央财政安排专项资金，支持大型体育场馆免费或低收费开放。应积极探索建立政府购买公共服务和公共体育多元化投入机制，鼓励社会力量对大型体育场馆进行捐赠和投入，拓宽经费来源渠道。

场馆称已实行较低收费
昨天，记者就体育场馆将免费、低收费一事询问了北京市朝阳区和西城区的两家大型体育场馆的负责人。
两位负责人均回应说已经收到体育总局下发的通知，并表示体育场馆区域内的公共体育场地和设施一直实行免费开放政策，每天都有很多晨练、晚练的健身爱好者在进行体育健身活动，在一些包括足球、篮球等收费项目上，两家场馆也都制定了较为低廉的价格。“应该说是满足了各个收入层次运动爱好者的需要”。
据记者了解，北京市的体育场馆足球、篮球、羽毛球、乒乓球等项目的单人收费均在每小时十元到几十元的范围内。
