Minimum wage to rise to 1560， Enterprise pension back by 10%

Other adjustments

　　法制晚报讯(记者 白冰 陈斯) 今年，本市包括企业退休人员基本养老金、最低工资等社保六线标准继续上调，311万人在春节收到了一个“大礼包”。

　　市人力社保局介绍，其中，最低工资标准将由目前的1400元上涨至1560元，增幅为11.4%。而备受关注的企业退休人员基本养老金的总体调整幅度为去年月人均水平的10%，但具体调整方案目前尚未公布。

　　企退人员养老金 上调10%

　　今年1月1日起，本市将再次提高企业退休人员基本养老待遇的标准，总体调整幅度为2013年本市企业退休人员月人均基本养老金的10%，调整前的本市月人均养老金水平为2773元。

　　市人力社保局相关负责人表示，具体调整方案将上报至国家人力社保部、财政部，待批准后再向社会发布。

　　无论何时公布调整政策，待遇标准都会从今年1月1日起开始计发。

　　本市自1994年建立了企业退休人员基本养老金调整制度，此次调整已经是第22次“连跳”，待遇水平逐年提高，位居全国前列。

　　据了解，目前全国企退人员退休金月人均水平为近1900元。

　　最低工资标准 涨了160元

　　调整最低工资标准是提高劳动者，特别是低收入劳动者劳动报酬的重要手段。今年4月1日起，本市将对此条待遇线进行调整，由目前每月的1400元调整为1560元，增加160元，增幅为11.4%，略高于去年11.1%的增幅。

　　对于调整幅度的确定，市人力社保局表示，是根据中央“努力实现居民收入增长和经济发展同步、劳动报酬增长和劳动生产率提高同步，低收入者收入明显增加”的精神，同时考虑到当前经济发展形势、物价上涨因素等。

　　同时，非全日制从业人员最低工资标准也相应提高，小时最低工资标准由每小时15.2元提高到16.9元；非全日制从业人员法定节假日小时最低工资标准由每小时36.6元提高到40.8元。其中小时最低工资标准为全国最高。

　　据了解，本市从1994年开始已21次上调最低工资标准，此次调整后的标准居全国前列。

　　而2010年7月1日前，本市最低工资标准仅为800元，今年达到1560元之后，已经接近翻一番的目标。

　　其他调整

　　今年4月起，失业保险金标准将在现行基础上平均每档上调120元，增长12.7%。

　　●累计缴费时间满1年不满5年的，月发放标准为1012元；

　　●累计缴费时间满5年不满10年的，月发放标准为1039元；

　　●累计缴费时间满10年不满15年的，月发放标准为1066元；

　　●累计缴费时间满15年不满20年的，月发放标准为1093元；

　　●累计缴费时间满20年以上的，月发放标准为1121元。

　　失业保险金

　　今年1月1日起，本市继续调整工伤保险定期待遇。调整标准是：

　　●工伤职工伤残津贴标准由目前的月人均3081元调整为3394元，增加313元，增幅10.2%。

　　●供养亲属抚恤金由目前的月人均1669元调整为1819元，增加150元，增幅9%。

　　●生活护理费目前人均每月1882元，待2013年全市职工平均工资公布后再进行调整。

　　注：目前全市享受伤残津贴、供养亲属抚恤金、护理费待遇人员共1.2万人。

　　自2011年起，本市建立了城乡居民基础养老金和福利养老金的正常调整机制，今年是第四年第五次调整待遇标准，随企业退休人员基本养老金等其他社会保障相关待遇标准同步实施。

　　1月1日起，本次调整基础养老金和福利养老金每人每月增加40元。其中，基础养老金由每人每月390元增到430元，福利养老金由每人每月310元增到350元，增幅分别为10.3%和12.9%。

　　据悉，此次调整将惠及全市85.19万人。其中，享受城乡居民基础养老金的为34.63万人，享受福利养老金的为50.56万人，由区县财政负担所需增加的4.09亿元资金。
