　　通知指出，凡进入中小学、中职学校、幼儿园，任何人、任何地点、任何时间一律不准吸烟。校长是学校禁烟第一责任人。要在校门口显眼处设立“无烟校园”或禁烟标志。学校不设置吸烟区，不摆放烟具，不出现烟草广告或以烟草品牌冠名学校、教学楼。学校小卖部不得销售烟草制品。要做好校外人员进入校园时的禁烟解释和劝导工作。所有高等学校建筑物内一律禁止吸烟，也不得设置吸烟室，在醒目位置要设置禁烟标识和学校禁烟监督电话。根据实际情况可在室外露天区域设置少量吸烟区，并要设置明显的引导标识和“吸烟有害健康”等提醒标识。采取有效措施，鼓励引导有吸烟习惯的师生戒烟。

　　通知强调，地方各级教育部门和学校要利用世界无烟日、新生入学等重要时间节点，利用课堂、讲座、党团活动等对学生开展禁烟教育。各地要结合实际广泛开展“无烟校园”创建活动，建立督导检查机制，对禁烟工作措施落实不力的学校要进行查处通报。

　　根据该项新规，学校要将履行禁烟职责纳入教职工考核和学生评价体系，并设立禁烟监督员，加强禁烟日常动态监督。
