低保
城市低保标准提至650元
【调整内容】 与去年相比，城市低保标准从家庭月人均580元调整为650元，上调70元，调整幅度为12.07%。农村低保最低标准从家庭月人均460元调整为560元，上调100元，调整幅度为21.74%。城乡低收入家庭认定标准从家庭月人均740元调整为850元，上调110元，调整幅度14.86%。

【解读】 本次低保标准的调整，主要以统计部门提供的全市居民基本食品费用支出和其他生活必需品费用支出为基础进行测算，并综合考虑了物价上涨等因素。北京市民政局相关负责人表示，城乡居民低保标准的调整将进一步缩小城乡低保标准差距，加大对低收入家庭的救助力度，有利于更好地保障困难家庭的基本生活。
截至2013年12月底，全市城乡低保对象共16.55万人，其中城市低保对象10.19万人，农村低保对象6.36万人。
基础养老金和福利养老金
两类养老金月增加40元
【调整内容】 基础养老金由每人每月390元增加到430元，福利养老金由每人每月310元增加到350元，增长幅度分别为10.3%和12.9%。

【解读】 与职工养老保险相似，城乡居民养老保险待遇是由“基础养老金”和“个人账户养老金”两部分组成。另外，北京无保障老年居民目前享受福利养老金，个人不用缴费。
市人力社保局表示，自2011年起，北京市建立了城乡居民基础养老金和福利养老金的正常调整机制，今年是第四年第五次调整待遇标准，随企业退休人员基本养老金等其他社会保障相关待遇标准同步实施。
2014年，全市享受城乡居民基础养老金的人员达到34.63万人，享受福利养老金的人员达到50.56万人，此次调整需增加财政支出4.09亿元，由区县财政承担。
企退养老金
企退养老金总体上调10%
【调整内容】 今年企业退休人员基本养老金总体调整幅度，为2013年企业退休人员月人均基本养老金的10%。
【解读】 调整前，北京市企退养老金水平月人均为2773元，居全国前列；全国月人均水平为近1900元。
今年1月8日召开的国务院常务会议确定，2014年1月1日起，企业退休人员基本养老金水平再提高10%。北京今年企退人员基本养老金月人均水平将参照这一幅度上调。市人力社保局表示，关于企退养老金调整的具体方案待人社部、财政部批准后向社会发布，预计要在春节之后出台。企业退休人员所涉及的养老金上调部分，会从今年1月1日起补发。
近年，北京市企退人员基本养老金待遇上调幅度都略超10%，其中2011年增幅10.79%；2012年增幅10.22%；2013年增幅为10.35%。
最低工资
最低工资标准上调160元
【调整内容】 北京市最低工资标准由目前每月1400元调整为1560元，增加160元，增幅为11.4%。
非全日制从业人员小时最低工资标准由每小时15.2元提高到每小时16.9元；非全日制从业人员法定节假日小时最低工资标准由每小时36.6元提高到每小时40.8元。
【执行时间】 2014年4月1日
【解读】 市人力社保局相关负责人说，调整最低工资标准，是提高劳动者特别是低收入劳动者劳动报酬的重要手段。
按照规定，北京的最低工资标准执行的是“净收入”，其中不含劳动者个人应缴纳的养老、失业、医疗等社会保险费和住房公积金。如果用人单位在最低工资标准的基础上再扣除劳动者的社保费用，属违规行为。
同时，劳动者在国家规定的高温、有毒有害等特殊环境条件下工作领取的津贴，在节假日或超过法定工作时间从事劳动所得的加班、加点工资，也不应包含在最低工资标准之内。劳动者依法享受的医疗卫生费、丧葬抚恤救济费、生活困难补助、冬季取暖补贴等保险福利待遇，也须由企业在最低工资标准之外，另行支付。
工伤保险定期待遇
伤残津贴人均月增313元
【调整内容】 工伤职工伤残津贴标准由月人均3081元调整为3394元，增加313元，增幅10.2%。供养亲属抚恤金由目前的月人均1669元调整为1819元，增加150元，增幅9%。
【解读】 市人力社保局称，北京市自2001年起，对因工负伤致残完全丧失劳动能力职工的伤残津贴、生活护理费及因工死亡职工供养亲属抚恤金逐年进行了调整。2014年继续调整工伤保险定期待遇。其中，生活护理费目前人均每月1882元，待2013年全市职工平均工资公布后再进行调整。目前，北京市享受伤残津贴、供养亲属抚恤金、护理费待遇人员共1.2万人。三项待遇调整后，社保基金全年预计增加支出0.26亿元左右。
失业保险金
平均每档上调120元
【调整内容】 累计缴费时间满1年不满5年的，失业保险金月发放标准为1012元；累计缴费时间满5年不满10年的，失业保险金月发放标准为1039元；累计缴费时间满10年不满15年的，失业保险金月发放标准为1066元；累计缴费时间满15年不满20年的，失业保险金月发放标准为1093元；累计缴费时间满20年以上的，失业保险金月发放标准为1121元。
【解读】 失业保险金通常按照累计缴费时间的不同，分为5个档次标准。市人力社保局相关负责人表示，今年失业保险金的标准将在现行基础上，平均每档上调120元，增长幅度为12.7%。
统计显示，北京市每月领取失业保险金待遇人员约2.6万人，此次调整将增加支出0.37亿元。
