新华网北京1月31日电(记者王思北)2月1日起，一批部门和地方规章正式实施。其中，国家卫生计生委公布的《院前医疗急救管理办法》，明确了院前医疗急救的公益性，并提出“急救中心(站)和急救网络医院不得因费用问题拒绝或者延误院前医疗急救服务”等“五不准”。
不得因费用问题拒绝抢救病人
2月1日起施行的《院前医疗急救管理办法》指出，院前医疗急救是指由急救中心(站)和承担院前医疗急救任务的网络医院按照统一指挥调度，在患者送达医疗机构救治前，在医疗机构外开展的以现场抢救、转运途中紧急救治以及监护为主的医疗活动。
办法中，国家卫生计生委表示，院前急救是由政府主办的公益性事业，是社会保障体系的重要组成部分，关系到人民群众生命安全，属于基本公共卫生服务。
办法明确了院前医疗急救的“五不准”：第一，未经卫生行政部门批准，任何单位及其内设机构、个人不得使用急救中心(站)的名称开展院前医疗急救工作；第二，其他单位和个人不得设置“120”呼叫号码或者其他任何形式的院前医疗急救呼叫电话；第三，急救中心(站)和急救网络医院不得因费用问题拒绝或者延误院前医疗急救服务；第四，急救中心(站)和急救网络医院不得将救护车用于非院前医疗急救服务；第五，除急救中心(站)和急救网络医院外，任何单位和个人不得使用救护车开展院前医疗急救工作。
统一制度规范 强化非招标政府采购监管
财政部日前发布了新出台的《政府采购非招标采购方式管理办法》，将于2014年2月1日起正式施行。
办法对三种非招标采购方式进行了全面、系统的规范。一是在一般规定中明确了达到公开招标数额标准的采购项目采用非招标采购方式的批准程序，谈判小组、询价小组的组成、职责和义务，保证金的交纳与退还，选择符合资格条件的供应商的方式，成交结果公告等内容。
二是对三种非招标采购方式的整个流程进行了全面规范，包括：竞争性谈判采购方式的适用情形、具体程序、谈判要求、谈判文件可实质性变动的内容、确定成交供应商的标准；单一来源采购的公示要求、协商程序和情况记录；询价采购方式的具体程序和要求、确定成交供应商的标准等等。
三是在政府采购法规定的法律责任的基础上，补充和明确了政府采购当事人和相关人员在非招标采购方式活动中的法律责任。
地方法规各具特色
