　　从今天上午9点开始，记者以网友身份拨打日前公布的两部国家旅游局值班电话，以及两部全国假日办热线电话，均处于占线状态。反复拨打十几次后，终于拨通其中的3部电话。记者发现，“您好，全国假日办，您是投诉吗？”几乎成为每个接线员的开场白。

　　国家旅游局值班电话接线员告诉记者，4部电话均为24小时值班，占线是因为拨打人数过多。但当记者表示致电是为了“查岗”，并询问查岗电话是否为占线主要原因时，该工作人员显得有些不耐烦，“您觉得多吗？”随后提醒记者，“我们这电话主要业务是受理旅游投诉、应急事件”。

　　旅游投诉、查岗电话是否真有这么多？今天上午，法晚记者致电全国假日办热线电话，相关工作人员表示对此事不作回应，“我们都只是值班人员，我也只负责这一部电话，这个情况比较复杂。”该工作人员随后提供给记者新闻处的电话。

　　解读 全国假日办不决定放假安排

　　清华大学假日改革课题组负责人、政治经济学研究中心主任蔡继明在接受媒体采访时说，网友们对全国假日办的“查岗”行动其实是理解错了假日办都能干些什么。

　　蔡继明介绍，全国假日办的全称是“全国假日旅游部际协调会议办公室”，本质是一个跟旅游相关的十几个部委共同召开的部际会，这个会议设立了一个日常办公机构，叫“办公室”，也就是全国假日办。要是不开会的话，它没有什么职能。

　　他说，1999年，国家开始设立黄金周，在黄金周期间全国人民集中出行，必然会造成对交通、餐饮、住宿、旅游景区等方面的巨大冲击，这需要国务院有关部门之间进行协调，来确保节假日期间的安全出行，以及测算每年黄金周对经济的影响、收入的变动、出行人数等。于是，全国假日办被建立起来。

　　“假日办不决定节假日，好多市民误解了它的名字。”蔡继明说，每年的节假日安排，是先由国务院决定，再由全国假日办开部际协调会时据此提出调休方案。此后，由国务院再最终决定如何调休，并最终发布节假日安排结果。

　　热线电话都管什么？

　　今天上午，国家旅游局值班电话的工作人员称，全国假日办的热线电话主要负责节假日期间游客旅游过程中的投诉和咨询工作。

　　春节期间游客在国内旅游时，相关旅行社、酒店、景区出现问题，游客都可以向国家旅游局进行投诉，比如此前出现的“宰客”事件，假日办会协同各个部门进行查处和约束。全国假日办主要是管理国内的旅行社及酒店、景区，但不包括境外旅游投诉。　文/记者李松王思思
