  分管副省长任应急领导小组组长


  去年年初以来,我国雾霾与重污染天气频发,国务院在大气“国十条”明确要建立监测预警应急体系。去年8月,省环保厅在官网公布了预案的《征求意见稿》并公开征求意见,随后经过多轮论证与修改,《预案》于今年1月8日在省政府常务会议审议并原则通过,近日由省政府办公厅正式印发。


  《预案》规定,发生跨地级以上市行政区域大气重污染,由省政府成立的珠江三角洲区域大气重污染应急领导小组(以下简称省领导小组),负责统一领导、指挥区域大气重污染应急处置工作。省领导小组以分管副省长为组长,副组长为省政府分管副秘书长、省环保厅厅长、省气象局局长。省环保厅厅长兼任省领导小组办公室主任。


  此外,包括省发改委、经信委、教育厅等25个省直部门、相关机构为省领导小组成员单位。《预案》中对各成员单位的职责均有明确的分工和部署。


  对此,省环保厅相关负责人介绍,《预案》适用于发生在珠三角区域需要由省政府负责协调,或超出事发地地级以上市政府处置能力的大气重污染的应对工作。建立“部门协调联动,公众广泛参与”的大气重污染应急工作机制。


  以重污染面积与站点数定响应启动


  《预案》规定,珠三角区域三分之一以上面积且50%国控监测站点出现持续72小时的重度污染(AQI在201到300之间)为重度污染(Ⅱ级)事件;珠三角区域三分之一以上面积且50%国控监测站点出现持续72小时的严重污染(AQI大于300),为严重污染(I级)事件。按大气重污染事件的危害程度、范围,应急响应对应Ⅱ级、I级两个等级。


  而对照此前的《征求意见稿》,启动“II级(I级)响应”的条件是“珠三角3个及以上城市同时出现重度污染(严重污染)”。


  对于上述变化,省环保厅相关负责人解释,因为珠三角的城市大小不一,《征求意见稿》中按重污染城市数量来确定是否启动应急响应并不科学。此外空气污染具有流动性,按污染面积和站点来判断,更能对污染的发展有效防控。“响应启动后需要执行应急措施的区域,不仅包括出现重污染的城市和站点,周边即将受影响的地区、以及没有受影响但自身排放量大的城市,我们都可以要求其执行。”


  I级响应时强制执行8条减排措施


  与《征求意见稿》相比,《预案》Ⅱ级响应措施取消了强制性减排措施,仅包括健康防护措施和5条建议性污染控制措施,包括“党政机关和企事业单位带头停驶公务车30%”等。I级响应措施上,则取消了建议性措施,但在健康防护措施和强制性污染减排措施上,均比《征求意见稿》有所加强。


  记者留意到,I级强制性污染减排措施共八条,包括“中心城区实行机动车单双号限行”、“大气污染物排放重点企业限产减排15%-30%”、“每天增加清扫保洁作业2次-4次,洒水次数不少于6次”、“停止一切装修、喷漆等民用排放挥发性有机化合物行为”等表述为新增条款;另外“党政机关和企事业单位公务车封存30%-50%”的比例,则比《征求意见稿》中I级响应“封存30%”有所提高。


  而在I级健康防护措施上,“要求中小学停课,有关政府部门、企事业单位根据情况实行带薪休假或弹性工作制”,均为新增的条款。


  省环保厅相关负责人介绍,按照环境监控部门的反馈,受全国性的多次极端不利气象条件影响,去年珠三角也有部分时段和区域接近或达到启动II级响应的条件,但还没有达到需要启动I级响应的程度,总体情况好于京津冀和长三角。
