China News Agency, Beijing, January 30 (reporter Ding Dong), China's national development and Reform Commission said on 30th, 2014 will be further decentralization, significant cancellations and decentralization of approval authority for investment projects, deepen the reform of investment system, encouraging and guiding private investment.

Contribution of investment to the economic growth rate reached 50.4%, 3.3% increase over the previous year, played a key role of steady growth.

The national development and Reform Commission also identified five focus areas for investment and construction of next year, including strengthening infrastructure construction, promoting the new urbanization; devoting major efforts to developing social undertakings, put forth effort to safeguard and improve people's livelihood, implementing innovation-driven strategies, promote industrial restructuring and upgrading, and promoting energy conservation and emission reduction, speeding up ecological civilization construction, speeding up fostering new economic support, promoting coordinated regional development. 中新社北京1月30日电 (记者 丁栋) 中国国家发展改革委30日表示，2014年将进一步简政放权，大幅取消和下放投资项目审批权限，深化投资体制改革，鼓励和引导民间投资。
据介绍，2013年国家发改委共取消、下放和转移49项企业投资项目核准事项，需报中央核准的项目数量大幅减少60%左右。民间投资增长23.1%，快于固定资产投资增幅3.5个百分点；占固定资产投资的比重达到63%，比上年提高1.8个百分点。投资对经济增长的贡献率达到50.4%，比上年提高3.3个百分点，发挥了稳增长的关键作用。
在2014年投资工作重点中，深化投资体制改革被列为首要位置。官方表示，要进一步简政放权，把取消和下放的企业投资项目核准事项落实到位。继续完善中央预算内投资管理制度，加快出台政府投资条例，把政府投资管理纳入法制轨道。
对于中央预算内投资将进行结构调整，大幅压缩一般竞争性企业项目投资，适当减少可利用社会资金的经营性基础设施投资，停止建设楼堂馆所等投资，压缩小型分散投资，重点支持全局性、基础性、战略性的重大项目。中央预算内投资主要投向保障性安居工程、“三农”建设、重大基础设施、重大节能减排和环境治理工程、重大自主创新和转型升级工程、社会事业和社会治理、支持边疆和少数民族地区发展等领域。
对于民间投资将进行进一步鼓励和引导，2014年中国将抓紧清理和修订有关民间投资的法规规章，营造公平透明的政策环境。创新融资方式和渠道，完善合理回报机制，尽快在基础产业、基础设施、金融服务、公用事业等领域，再推出一批示范带动项目。
国家发改委同时明确了明年投资建设的五大重点领域，包括加强基础设施建设，推进新型城镇化；大力发展社会事业，着力保障和改善民生；实施创新驱动战略，推动产业转型升级；强力推进节能减排，加快生态文明建设；加快培育新的经济支撑带，促进区域协调发展。(完)
