　　新快报讯 记者刘正旭报道 昨日，新快报记者从广东省政府网站获悉，《珠江三角洲区域大气重污染应急预案》(下称《预案》)已于今年1月28日起正式由省政府办公厅印发并组织实施。根据该文件，当启动区域I级响应时，中心城区实行机动车单双号限行，党政机关和企事业单位公务车封存30%-50%，并要求中小学停课，有关政府部门、企事业单位根据情况实行带薪休假或弹性工作制。

　　●污染严重时

　　珠三角9市单双号限行

　　《预案》规定，发生跨地级以上市行政区域大气重污染，由省人民政府成立的珠江三角洲区域大气重污染应急领导小组(以下简称省领导小组)，负责统一领导、指挥区域大气重污染应急处置工作。

　　《预案》规定，城市大气重污染分为严重污染和重度污染两级。其中，城市重度污染是指城市空气质量指数(AQI)在201—300之间，城市严重污染是指城市空气质量指数(AQI)大于300。

　　《预案》同时规定，珠三角区域1/3以上面积且50%国控监测站点，出现持续72小时的严重污染，为重度污染(Ⅱ级)事件，珠三角区域1/3以上面积且50%国控监测站点，出现持续72小时的重度污染，为严重污染(I级)事件。按大气重污染事件的危害程度、范围，应急响应级别分为Ⅰ级、Ⅱ级两个等级。

　　I级响应措施包括健康防护措施和强制性污染减排措施。其中，I级健康防护措施要求中小学停课，有关政府部门、企事业单位根据情况实行带薪休假或弹性工作制。I级强制性污染减排措施包括，中心城区实行机动车单双号限行，党政机关和企事业单位公务车封存30%-50%。

　　●严重污染期

　　大气污染物排放重点企业限产减排15%-30%，对国控、省控大气污染物排放重点企业派遣督导员进行驻厂监管。每天增加清扫保洁作业2次-4次，洒水次数不少于6次；所有建筑施工停止作业，禁止各类非金属矿物的挖掘和开采；煤堆、料堆、灰堆、矿场等要100%覆盖，裸露场地要保持湿化。
