本报1月30日讯(记者 王彬)近年来，随着公积金制度的完善，市民使用公积金贷款买房的越来越多。省政府办公厅今天就加强住房公积金管理下发意见提出，到2015年，住房公积金缴存基数和比例达到国家规定标准，个人贷款逾期率控制在1.5‰以下，消除县级经办网点空白，各城市开通住房公积金网上业务。
意见明确了住房公积金的缴存范围。按照规定，国家机关、国有企业、城镇集体企业、外商投资企业、城镇私营企业及其他城镇企业、事业单位、民办非企业单位、社会团体(以下统称单位)及其在职职工都应缴存住房公积金。劳务派遣人员应纳入住房公积金缴存范围。各用人单位可将为职工缴纳住房公积金列入劳动合同条款，及时足额为在职职工缴纳住房公积金。有关部门要研究将进城务工人员纳入住房公积金制度覆盖范围的办法，在城市中有稳定工作的进城务工人员及其单位可暂按较低的缴存比例，先行建立住房公积金账户。
意见还就缴存基数和缴存比例作了规定。根据意见，住房公积金月缴存基数不应低于职工工作地上一年度月最低工资标准，
不得高于职工工作地所在市统计部门公布的上一年度职工月平均工资的3倍。单位和职工缴存比例不得低于各5%，不得高于各12%。具体缴存比例由各市住房公积金管理委员会拟订，经本级政府审核后，报经省政府批准。
意见指出，住房公积金贷款将重点支持职工基本住房消费，适当向低收入缴存职工倾斜，合理控制二套房、大户型等贷款发放，杜绝投机性购房贷款。要合理确定住房公积金个人购房贷款额度和期限，优化业务流程，改进担保方式。贷款资金需求量大的城市，可实行存贷挂钩，按照国家规定探索住房公积金贷款转银行商业贷款并贴息的办法。省住房城乡建设厅、省财政厅和人民银行济南分行要研究探索不同城市间公积金资金调剂使用的办法，提高存量资金使用效率。
