南都讯 见习记者朱凌 深圳《儿童福利机构服务规范》(以下简称《规范》)今日起正式实施。作为标准化指导性技术文件，《规范》将在进一步规范儿童福利机构服务行为、提高孤残儿童抚育水平、保障孤残儿童权益方面发挥积极的指导和推动作用。
《规范》由深圳市民政局和深圳市社会福利协会联合编制，1月21日正式发布，今日起实施。该标准文件内容包括适用范围、规范性引用文件、术语与定义、组织管理、设施设备、儿童管理、服务要求、评价与改进8大部分，重点规定了儿童福利机构日常服务要求的内容。深圳市民政局社会福利和社会事务处罗业翔表示，《规范》在属性上是推荐性标准，不具有强制性，因此标准的贯彻落实上以鼓励使用、推荐使用为主。接下来，相关部门将加大宣传力度，针对所涉及的技术内容开展业务培训，提供技术指导，使标准采用单位能正确适用标准文件，深圳市民政局配套出台相关政策措施，并开展监督检查，对贯彻标准较好并取得实效的单位进行表彰。
目前，由深圳市财政集中供养的孤残儿童有1230人，公办社会福利机构共有床位数约700张。在孤儿基本生活保障制度建设方面，深圳于2011年建立了孤儿养育标准自然增长机制，孤儿养育标准高于北、上、广等大中城市。在家庭寄养方面，深圳市于2013年出台了国内首个标准化指导性技术文件———《孤残儿童家庭寄养评估规范》。
