XI urged Cuba and Costa Rica’s leaders

　　新华网北京1月30日电 国家主席习近平30日分别致电拉美和加勒比国家共同体(拉共体)上任轮值主席国古巴国务委员会主席兼部长会议主席劳尔和现任轮值主席国哥斯达黎加总统钦奇利亚，对拉共体在古巴成功举行第二届峰会并通过“关于支持建立中国－拉共体论坛的特别声明”表示祝贺和赞赏。

　　习近平在贺电中说，拉共体成立以来，积极推进本地区对话合作，加强多元外交，国际影响力持续提升。中方相信拉共体将为促进地区团结协作、共同应对全球性挑战发挥日益重要的作用。

　　习近平表示，拉共体第二届峰会顺利通过“关于支持建立中国－拉共体论坛的特别声明”，表明拉美和加勒比各国对加强中拉整体合作有共同愿望，有利于提高中拉关系水平。中方愿同拉方继续努力，积极推进中国－拉共体论坛筹建进程，为推进平等互利、共同发展的中拉全面合作伙伴关系搭建重要平台，更好造福中拉人民，为促进地区和世界和平与发展作出贡献。

　　据了解，这次拉共体峰会通过的特别声明回顾了近十年来中拉各领域友好合作关系的良好发展，积极评价双方领导人就推进中拉整体合作、建立中国－拉共体论坛进行的持续探讨，决定同意建立中国－拉共体论坛。
