　　针对券变卡，市民政局副局长、新闻发言人李红兵坦言，推广的过程也要考虑人文因素。例如老年人习惯的改变，适度普惠和重点照顾也应该相辅相成。目前海淀区正在进行试点，今年上半年将力争券变卡改革在海淀区推广完成，年内争取向全市推广。

　　“首先需明确，这笔钱一定不会变成现金，但要发挥相应的撬动作用。”李红兵介绍，券变卡最核心的内容是服务，今后服务商和服务内容都要多起来，而养老券的性质、原则也会有相应调整。例如，针对服务群体的特点，养老助残券(卡)不应仅支持直接买商品，应更多支持把商品送上门的服务，这样使用的领域才会越来越宽。

　　对此，市民政局回应称，为解决包括养老助残券在内的老年人居家养老中面临的诸多问题，拟通过整合现有各种政府资源，引进民间优质社会资源，聚合社会力量通过项目运营的方式，建设北京96156小帮手居家养老服务平台。政府先期投资建设相关基础条件，带动社会力量后续进入，解决老年人和残疾人的居家养老问题。

　　其中就包括“小帮手一卡通”。养老助残券变卡，不仅具备金融借记卡的基本功能，还将市政交通一卡通、公交和公园计数等功能融入其中，在政府公共管理领域、商业应用领域为老年人和残疾人提供更加安全、高效、便捷的服务。

　　居家养老服务平台项目还包括“小帮手”电子服务器，其具备紧急医疗救助、走失迷路定位等功能，具备语音服务、指纹采集和认证、信息发布等多功能的养老助残服务信息系统等。
