  京华时报讯(记者孙雪梅)记者从相关部门了解到,北京市公共租赁住房将不再由区县组织配租,而是建立起全市“大轮候”政策,统一分配房源,解决目前各区县房源不均等的现状。


  据轻重缓急解决住房


  据了解,目前北京市公租房配租以区县为主,由区县自筹房源,申请家庭需要向户口所在街道申请。这样东城、西城等土地资源紧张的区县,则需要向其他区县协调房源;而其他区县尤其是远郊区县可能又面临“有房源,没人租”的尴尬。同时,非京籍家庭的申请标准也由各区县根据情况制定,而部分区县迟迟未出政策。


  “公租房应该建立全市统一的大轮候政策,利用市级统筹的资源合理配置,解决以区县为主造成的资源分配不均等的问题。”北京市保障性住房建设投资中心总经理金焱认为,公租房是公共资源,均等化非常重要,不应该因处于不同区县而得到不同的服务。金焱透露,目前相关政府部门已形成了公租房由“市级统筹、服务区县”的思路,相关政策有望今年一季度出台。


  此外,在全市“大轮候”的过程中,将根据不同的轻重缓急解决住房问题。例如采取类似香港的老人优先计划,老年人、残疾人等特殊群体优先配租,承诺一定期限内解决住房等。


  今年配租1.3万套


  今年北京市计划新建保障性住房7万套,其中公租房和限价房各占2万套。新建2万套公租房均为政府持有、公开配租的房源。金焱表示,本市推出公租房以来,市级房源已累计配租1万户,而今年由市级政府持有的房源还将配租1.3万套左右,力度非常大。


  据介绍,在已配租的1万户中,非京籍家庭数量为在石景山区试点时配租的180户。“目前来看,非京籍家庭配租的效果不错,今年将尽快拓宽范围,在本市‘三房’轮候家庭轮过一圈之后,希望尽快打开非京籍家庭的缺口,尤其是刚毕业的大学生等。”


  探索承租人诚信体系


  金焱表示,随着市场房租的上涨,公共租赁住房的优势已经越来越明显,接下来将进一步探索配租政策与承租人的收入承受力如何进一步结合。


  目前,公租房租金实行租补分离,补贴最大的问题是不能跟收入变化结合起来。“国外诚信体制很完善,收入透明,我们现在很多收入核定是不清楚的。”金焱透露,北京市将逐步建立承租人的诚信体系,记录承租人购房、购车、银行信誉等信息;对于一些收入确实有困难的家庭,政府给予补贴,甚至减免租金。
